This UNOPS position at LICA4 level is advertised and open to all applicants.

Candidates must meet the essential minimum requirements of the position and candidates not citizens of the country must comply with all eligibility requirements for employment in line with the prevailing legislative prerequisites in the country. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
- Observe and respect protection related Standard Operating Procedures (SOPs).
- Provide functional and administrative support in all protection related AGD based programming with implementing and operational partners.
- Provide functional and administrative support in implementing participatory approaches, needs assessments, monitoring, reporting and case management. 
- Support assessments on durable solutions through voluntary repatriation, local integration and where appropriate, resettlement.
- Facilitate liaison with competent authorities for the issuance of personal and other relevant documents.
- Assist in drafting reports, routine correspondence, updating relevant databases and compiling statistics within the Area of Responsibility (AoR).
- Select PoC for preliminary interviews and decide which relevant information to share.
- Enforce integrity in the delivery of protection services by local implementing partners.
- Perform other related duties as required.

Minimum Qualifications
Years of Experience / Degree Level
1 year of relevant experience with High School Diploma; or Bachelor or equivalent or higher

Field(s) of Education
Undergraduate degree (the equivalent of a BA/BS) in International Social Work, Anthropology, Cultural Studies, Social Science, International Law, Human Rights, Gender Studies, Psychology, Social Work, International Affairs, Humanitarian Aid or related field.

Relevant Job Experience
Essential
Professional working experience in the areas of community services, social work (e.g., gender, SGBV programs, women¿s empowerment and protection, work with refugees) or/and human rights or related tasks in government, NGO or international organization.

Desirable
Field experience in refugee protection.
Knowledge of human rights & refugee law.
Knowledge of Registration and UNHCR¿s database ProGres.
Completion of UNHCR learning programmes or specific training relevant to functions of the position.

======================================================================================================== Manaus is largest city in the northern region of Brazil, with over 2.2 million inhabitants (IBGE, 2020), and one of the main destinations in the country for refugees and migrants coming from Venezuela. According to the Federal Police, the government entity responsible for registering and documenting foreigners, 62.055 refugees and migrants of different nationalities were registered in the State of Amazonas between January 2017 and October 2020. It is estimated that over 80 percent of the total refugee and migrant population living in the state comes from Venezuela and that the vast majority of them live in different neighbourhoods of Manaus - as of December 2020, only 260 persons were hosted in shelters. According to most recent data, Manaus hosts about 400 Indigenous Warao from Venezuela, of which 150 were living in shelters, and 250 outside shelters as of 31 December 2020.

UNHCR¿s Field Office in Manaus promotes practical arrangements that ensure that Persons of Concern can exercise the right to seek asylum and access international protection and preserve their life and dignity. The Field Office works to ensure that Persons of Concern have access to rights, protection, services, assistance, and solutions. In all its activities, it pays attention to the necessities of persons with specific needs and seeks to promote the equal rights of women, men, girls, and boys. The Field Office carries out its work in collaboration with partners, including federal, state, and municipal governments, UN organizations, and international and non-governmental organizations, and actively seeks engagement with the private sector. It is committed to the principle of participation, believing that Persons of Concern should be involved in decisions which affect their lives.

Under the supervision of the Field Associate, the Protection Assistant will support the protection unit in designing a comprehensive protection strategy and in providing quality, timely and effective protection responses to Persons of Concern. S/he may liaise externally with local authorities and partners on correspondence and/or protection issues as guided by the supervisor. The incumbent will provide functional and administrative support to the protection unit on protection related liaison, correspondence, monitoring, case management and reporting activities.  

S/he  will support the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level and also facilitates the involvement of Persons of Concern in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.
