The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 173 projects in 99 countries and has committed USD 8.3 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective

The Regional Officer for Latin America and the Caribbean is responsible for assessing the strategy, pipeline development and related capacity needs of countries and direct access entities, and collaborating with colleagues and external partners to deliver services to address the needs identified.

 

Duties and responsibilities

Purpose

  • Identify and guide, based on an analysis of country contexts, readiness programmes that strengthen the country’s climate change strategies, generate transformational pipelines and build capacities to accelerate and sustain ambitious climate action;
  • Analyze direct access entity strategies and capabilities to support developing countries, and guide them in securing support for identifying, developing and implementing suitable projects/programmes with the GCF.
     

Engagement

  • Interacts with countries and their delivery partners or direct access entities to help them develop and implement the most relevant readiness programme activities that would result in ambitious programming strategies and pipelines;
  • Collaborates with colleagues across divisions/offices to ensure effective outreach to and strategic engagement with countries and direct access entities and that necessary services and support are delivered to them in a timely manner.
     

Delivery

  • Analytical work on countries and direct access entities are systematically organized, informs the work of colleagues through relevant knowledge management systems and guides decision-making on programming;
  • Readiness programme activities are funded and implemented in a timely manner to meet the expectations of countries and their delivery partners.
     

Required experience and qualifications*

  • Master’s degree and at least five (5) years of relevant work experience in economics, finance, sustainable development, climate policy, environmental sciences, political science, or related fields; additional two years of work experience may be considered in lieu of a Master’s degree. 
  • Prior Experience working with or in developing countries, country delivery partners and/or in a multilateral programming environment providing strategic advice at a mid-senior level, and broad knowledge of climate change and climate finance are an advantage.
  • Strong competence and autonomy in managing business processes and the use of standard software programmes including the Microsoft Office suite of products. 
     

 *The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. Selection among short-listed candidates will also take into account performance at interview, appropriate testing, and references.
