Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The UN Women Regional Office for Arab States (ROAS) located in Cairo, is leading and supporting the rollout of several programmes on ending violence against women (EVAW) in the region. These programmes fall under the triple mandate of UN Women and provide support at the normative, coordination, and operational level to ensure women and girls in the region live a life free from violence. A significant element of EVAW programmes is focused on an enhanced strategic approach to communications, with the aim of increasing public awareness of both success stories and the specific gaps and challenges to issues related to violence against women in the region. In this regard, the Regional Office is seeking to engage a graphic design and animation consultant to support the EVAW unit.

Reporting to the Programme Specialist managing the Regional EVAW portfolio, and working closely with the regional communications team, the consultant will support the design of knowledge products and communication materials developed by the unit. The consultant will conceptualize, design, and layout high-quality innovative and creative materials (print and online), as well as digital assets such as infographics, Illustrations, animation, reports, policy briefs, fact sheets, web, and social media-based campaigns, advocacy initiatives, promotional and training materials, animations, and GIFs as assigned.

Duties and Responsibilities

  • Conceptualize and develop animation videos, graphics and infographics to communicate key data, achievements and findings of the EVAW programmes. The materials should be created for specific use on web and social media platforms.
  • Conceptualize, design and layout of high-quality innovative, creative and attention-grabbing materials, for print and web-based communications, such as infographics, publications, illustrations, print and web-based campaign and advocacy materials, promotion materials and any other communications materials that require creative graphic design.
  • Liaise with the printing/ production facilities and provide them with all relevant production-related information.
  • Conduct quality control to ensure accurate and high-quality work
  • Modify, revise and edit materials as required, in consultation with relevant UN Women staff.
  • Prepare final media files for online distribution.
  • Support the organization of events by preparing related communication support materials
  • Prepare communication packages for events organized by the unit in coordination with the regional communication team.
  • Explore and propose ways to convey information through animation elements.
  • Carry out ad-hoc graphic design related work as instructed by the supervisor.

The consultant’s performance will be evaluated based on creativity, delivery on time, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Required Skills and Experience

Education:

  • A minimum of bachelor’s degree in Multimedia Arts, Information Design, Graphic Design, Visual Communications, Mass Communications, Integrated Marketing Communication, or related studies. Additional certifications would be an advantage.

Experience:

  • At least 3 years of extensive experience in design of digital and online campaigns, brand identity design, publications design, social media design, video production, and multimedia production;
  • Excellent creative/design skills and creative approach to communications and gender equality will be an asset.
  • Solid experience working on conception, design, packaging, production, and dissemination of communication products to a variety of audiences, and understanding of channels of dissemination will be an asset;
  • Experience in various forms of communications production and marketing, such as publications and campaigning.
  • Previous work experience with UN Women, UN Agencies, /or international development agencies will be an asset;
  • Experience writing in the fields of gender and women’s empowerment/ economic/ human rights-related work will be an asset.

Language Requirements:

  • Knowledge of fluent spoken and written English and Arabic is required. Knowledge of French is an asset.

Evaluation Criteria:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual candidate whose offer has been evaluated and determined as:

Technical Evaluation (70 points) split such as:

  •  Education -20 points
  •  Relevant work experience- 30 Points
  •  Thematic knowledge- 20 Points

Financial Evaluation (30 points): The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
