Technical Monitoring Centre (TMC) Analytical Support Officer

The general minimum requirements for working with the OSCE are:

• Excellent physical condition
• Possession of a valid automobile driving license and ability to drive using manual transmission
• Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

The general minimum requirements for working in this field of expertise are:

• Demonstrable organizational skills
• Proven ability to communicate effectively, both orally and in writing
• Demonstrable interpersonal skills and documented experience in negotiations
• Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
• Negotiating experience, preferably in the area of monitoring operations and/or related activities

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in civil engineering, geography, geodesy, civic planning, international relations, ICT (Information and/or Communication Technology), or graduate of a national police, border police, customs, military or emergency response academy at officer level

Experience:

Minimum 6 years of relevant professional experience

Additionally, this particular post has specific requirements:

Mandatory:

• Minimum six years of professional experience in respective educational fields mentioned above or minimum six years of relevant professional experience in one of the following: monitoring tasks in international organizations, 24/7 watch/emergency/control centres/offices/rooms, operations or duty offices in deployed field activities and/or Imagery analysis or all-source/multi-source analysis;
• Proven ability to draft concise and coherent reports incorporating narrative, visual and tabular data, meeting tight deadlines;
• Experience in managing staff with diverse experience;
• Ability to assess situations and react rapidly, as well as to adjust and cope with changing tasks and priorities;
• Demonstrated critical thinking, precision in work and problem-solving and the ability to work under pressure as well as ability to concentrate for long periods on detailed information;
• Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
• Ability to cope with physical hardship and willingness to perform shift work, work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
• Professional fluency in English, both oral and written, and the ability to communicate clearly and concisely;
• Experience of ARC-GIS software;
• Ability to operate Windows applications including MS Word, Excel, Outlook as well as familiarity with internet search engines and techniques as well as ability to use Google Earth Pro and Adobe Acrobat Pro;
• Demonstrated ability and willingness to work as a member of a numerous team with people of different cultural and religious backgrounds, different gender, while maintaining impartiality and objectivity.

Desirable:

• Experience in supervising activities conducted on a 24 hour basis, including supervision of shift workers;
• Experience in identification of military equipment in field locations, particularly weapons systems and munitions that are in use in the Ukrainian conflict;
• Experience in the application of technological monitoring systems to the monitoring of conflicts and/or ceasefire regimes;
• Possession of a valid automobile 'Class C' driving license;
• Working knowledge of Ukrainian and/or Russian language(s);
• Experience of working in Eastern Europe and/or knowledge of the region.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

In order to effectively use, manage and store information received from the technical monitoring means, the SMM has created a Technical Monitoring Centre (TMC) under the direction and supervision of the Operations Unit. Live feeds from SMM camera sites are transmitted to the TMC for 24/7 monitoring and recording of Minsk agreements violations and development of real time situational awareness and a common operating picture for the Mission.

Under the direct supervision of the Chief of the Technical Monitoring Centre and guidance of the TMC Chief Deputy, as Technical Monitoring Centre Analytical Support Officer, you will act as shift supervisor within the TMC, responsible for supervising function of their shift, provide guidance to the Technical Monitoring Officers/Camera Operators observing and recording camera outputs from the field. You will prepare first drafts of the TMC reports, ensure accuracy, timeliness and compliance with format. As TMC Analytical Support Officer, you may be conducting you work in the office and field locations in Kyiv and in eastern Ukraine.

More specifically, you will perform the following functions:

1. Supervising shifts and providing functional guidance to Technical Monitoring Officers (TMOs);
2. Serving as the initial point of identification and analysis of the information streamed by the cameras;
3. Carrying out basic analysis of imagery recorded by TMOs and selecting imagery to be forwarded to the IMC for detailed analysis;
4. Drafting reports on collected imagery, ensuring quality, timeliness and format;
5. Liaising with and responding to the other Head Office and field units to resolve issues with camera functionality or when further information or clarification is requested;
6. Facilitating rapid assessment of information received through technical monitoring means including contextualization and facilitation, designing of survey templates, technology integration and coordination;
7. Delivering briefings on TMC function and products to visitors;
8. Carrying out the work programme for information systems under his/her responsibility;
9. Performing other duties as assigned.
