Background

The 2010 report of the Secretary-General outlined a Seven-Point Action Plan (7PAP) on gender-responsive peacebuilding (S/2010/466), which recognized the critical role women play in peacemaking and peacebuilding processes. Since its adoption, the action plan has provided a framework for and guided a more systemic integration of gender equality priorities in peacebuilding programming and policy.

The two main policy developments since adoption of the Seven-Point Action Plan in 2010 – the Sustainable Development Goals and the Sustaining Peace resolutions – prompted the Secretary-General to request a review of the Action Plan. The review of the Seven-Point Action was conducted to reflect these new policy and normative frameworks as well as more recent developments in the area of Women, Peace and Security (WPS) and to improve accountability of the UN system to the implementation of the plan.

The revised Seven-Point Action Plan 2.0, version 2020, highlights that UN entities will systematically use its tools, policies, processes, resources and capacities in support of these actions, including by institutionalizing women’s participation in integrated analysis and planning processes, increase financing for gender equality in sustaining peace contexts and include specialized skills to ensure gender equality priorities are fully integrated in all sustaining peace efforts. 

In line with the Secretary-General 7PAP, UN Women is developing a Capacity-Development Programme on Gender-Responsive Peacebuilding to provide the technical tools, resources and training needed to enhance UN Staff and key partners’ capacities in gender-responsive analysis, planning and programming for peacebuilding.

Duties and Responsibilities

The consultant will develop the training materials and facilitate three regional trainings for UN Staff and key partner organizations on gender-responsive peacebuilding.

The regional trainings have three objectives:

1. To promote South-South learning by sharing and documenting existing good practices in the region.

2. To develop strategies for improving gender mainstreaming into Peacebuilding Priority Plans, UN Development Assistance Frameworks and other national planning frameworks.

3. To build skills in gender-responsive peacebuilding programme design, monitoring and evaluation by reviewing/developing theories of change, as well as results and monitoring frameworks on gender and peacebuilding.

 

The services of the Expert in Gender-Responsive Peacebuilding is required to help design, execute and document the results of the trainings.

Overview of planned trainings:

• Content: Full training on gender-responsive peacebuilding, including gender-responsive conflict analysis, theory of change, gender-responsive programming, monitoring and evaluation.

• Format: Three online multi-language trainings (one in French for francophone Africa and Haiti; one in Spanish for Latin America; one in English for anglophone Africa and Asia), 90 min. per training x 2 days, with a combination of theoretical guidance and practical exercises.

• Audience: UN Staff and key partners, including government, international and national civil society organizations from peacebuilding fund-eligible countries.

 

Required deliverables:

• Desk and document review on gender-responsive peacebuilding with 3 regional subchapters specific to the different regions’ context, after developing the conceptual framework of the workshops in coordination with UN Women.

• Work plan and tentative learning objectives and workshop agenda.

• Carrying out the workshops with the following interim deliverables: 

• Develop materials and templates for the workshop, including:

o An issues paper background note and templates for presentations of the participating delegations;

o PowerPoint presentation or other presentation support; 

o Exercises for trainees;

o Handout or additional resources to be distributed to participants after the training including a practical two-pagers with key takeaways and key guidance;

o Interactive presentation materials such as videos.

• Facilitate the training, bringing in expert contributors as necessary.- Online Zoom Training Sessions in English, French and Spanish: 90 min. per training x 2 days, with a mix of theoretical guidance and practical exercises.

• Final templates to be used in future learning and exchange exercises.

Required Skills and Experience

Education and certification:

• Advanced university degree (minimum Master’s degree or equivalent) in gender studies, peace and conflict studies, or related field. 10%

 

Experience:

• Lead facilitator needs to have minimum ten years of experience in the field of women, peace and security and gender-responsive peacebuilding. Experience working with the United Nations on WPS and in conflict-affected settings is desirable. 20%

• Proven expertise in programming for peacebuilding, gender-responsive conflict analysis, monitoring and evaluation. 20%

• Experience in developing and running capacity-development programmes on gender-responsive peacebuilding for UN staff and key stakeholders. 20%

• Expertise in development of learning and knowledge products, including learning notes and reports (graphic design, layout) as well as presentation materials and videos. 10%

Language Requirements:  

• Full proficiency and capacity to conduct training in English, French and Spanish is mandatory for this assignment. 20%
