Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Ukraine is supporting the consolidated efforts of the government, parliament, women’s groups and civil society organizations (CSOs) of Ukraine to meet state commitments on gender equality and women’s rights, including CEDAW, UN Security Council Resolution 1325 on Women, Peace and Security (UNSCR 1325) and SDGs through reforms and peace and security processes. UN Women is working with a wide variety of national and international development partners, including other UN Agencies and Programs.

In its programmatic activities on advancing gender equality and empowerment of women, UN Women Ukraine is producing bilingual documents in English and Ukrainian. To ensure high quality of the English versions of documents/reports and other materials, UN Women Ukraine Country Office is seeking for native speakers (English) editors/proof-readers to provide services when needed and requested.

Duties and Responsibilities

Under the overall guidance of the Representative of UN Women in Ukraine, technical guidance by the Programme Specialists, the consultant will implement a set of tasks, including, but not limited to: 

  • Edit and proofread documents in English (reports, studies, assessments, and other materials).
  • Ensure high quality of all edited texts and timely delivery of services.
  • Proofread materials for spelling, grammar, punctuation, syntax, usage.
  • Check the terminology, references, and citations against originals, especially those related to the legislation.
  • Ensure the consistent language and formatting of the text. Improve readability, clarity, and tone of the text. Ensure gender-sensitive and gender-inclusive language of the text.
  • Ensure the correct use of any politically sensitive terminology (e.g., correct use of country names as per the UN conventions)?
  •  Check the adherence to the UN Women editorial guidelines, including consistency of citations, and referring to the UN editorial manual for country names etc.
  • Provide corrected version of the documents both in the track changes mode and the clean one.
  • The Editor is obligated to work within required deadlines and be available to UN Women for comments and corrections to finalize the document.

Assignment Deliverables:

  • Edited versions of the documents provided in the track changes mode.

The Consultant is expected to work remotely using her/his own computer. 

Performance evaluation:

Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the product delivered. The evaluation will be carried out and cleared by the requesting Project Manager, which will also be the basis for payment on a delivery-by-delivery basis to the consultant.

UN Women will establish several individual contracts with several Editors for the above-mentioned services.

Financial arrangements:  

  • Payments will be disbursed in instalments depending on a number of pages/sings edited upon receipt of the deliverable and its certification by the requesting Project Manager that the services have been satisfactorily performed.

Required Skills and Experience

Qualifications Education:

  • University degree (Masters) in English or in any related field such as other languages, literature, social science, political science, etc.

Experience:

  • At least 3 years of experience as an editor/ proofreader.
  • Proved experience of editing (applicants will be required to provide samples of their editing work that was published).
  • Experience working with texts related to human rights/ gender equality issues is an advantage.

Languages and other skills: 

  • English (native).
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria and test – 70% of total evaluation – max 70 points for technical criteria.

The total number of points allocated for the technical qualification and test components is 70. The technical qualification of the individual is evaluated based on desk review and following technical qualification evaluation criteria:

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30 (S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).

  • Proposal. The financial proposal shall specify a price per 2 000 characters (without spaces) in USD. Interested candidates are requested to apply no later than 19 April 2021, 9 am EET by submitting 2 attachments: 1) technical (P-11) as well as 2) financial proposals to the following e-mail address: hr.ukraine@unwomen.org with a subject “International Editor/Proofreader (English).

Applications without financial proposal will be treated as incomplete and will not be considered for further assessment.
