Background Information - IPAS

Based in Copenhagen, Denmark, the UNOPS Integrated Practice Advice and Support (IPAS) serves all the regions and headquarters, primarily with advice and solutions to everyday implementation challenges. IPAS consists of a diverse team of subject matter experts in the six practice areas of HR, Administration, Legal, Finance, Procurement, Project Management and Infrastructure. IPAS has three main roles:

Support to operations in the field offices: IPAS provides timely advice and supports actively finding of solutions to everyday implementation challenges, based on policy and best practices. It also provides operational support in specific areas.

Business efficiency: IPAS recommends changes to policies, processes and operating standards based on the feedback and experience of the field offices. IPAS also ensures transparent and efficient project implementation, in line with policy and business needs. 

Body of knowledge: IPAS contributes to research and coordination within the policy groups and project practitioners. It provides structured knowledge and subject matter expertise which is used across practice areas to provide coherent and tailored advice to the requesting offices.

IPAS Procurement supports UNOPS Country Offices and HQ Business Units in all aspects of UNOPS procurement. Our major areas of support are:

  • Advisory: Advice and technical support on procurement policy and processes

  • Operational: Establishment and management of global contracts and LTAs 

Background Information - Job-specific

UNOPS supports the successful implementation of its partners’ peacebuilding, humanitarian and development projects around the world. The successful implementation of those projects often requires procurement of motor vehicles and heavy equipment. The equipment is procured either decentrally by UNOPS’ field offices or supplied through UNWEBBUY which is an HQ based procurement service unit. Under both procurement scenarios there is a need for the expertise and technical support of the Motor Vehicles and Heavy Equipment Procurement Specialist.

This position will report to IPAS Procurement Team Manager and will work closely with other procurement specialists within IPAS Procurement team, in UNWEBBUY team, and in the country offices around the world.

1. Procurement and Technical Advisory Services

  • Advice and support to the UNWEBBUY team as well as to any other UNOPS project on technical aspects of the procured goods (Motor Vehicles and Heavy Equipment), contribute with expert advice to development and review of the technical specifications; 

  • Advice and support on procurement strategy and procurement methods of motor vehicles and heavy equipment.


2. Operational Support for projects/programmes implementation 

  • Conceptualize, elaborate and implement procurement and contract strategy including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, administration of the contract and the performance management of the contractors, legal considerations and payment conditions as well as risk assessment;

  • Act as focal point for procurement related to motor vehicles and heavy equipment in IPAS Procurement  team, and provide leadership and strategic direction for such;

  • Assist with cost estimations and reasonableness of costs for the required goods/services.


3. Quality Assurance

  • Assist with Quality Assurance of the procured goods, e.g. inspections of production sites, pre-delivery inspections, assurance of compliance with regulatory requirements, pre-qualification processes of suppliers, etc.


4. Procurement Management

  • Carry out sourcing for motor vehicles and heavy equipment;

  • Run procurement processes to establish new global LTAs for motor vehicles and heavy equipment;

  • Collaborate with and guide UNWebbuy team in offering motor vehicles and medical equipment to UNOPS’ clients through UNWB+ platform;

  • Review solicitation documents;

  • Participate in evaluation of tenders;

  • Review and preparation of submissions to Contracts and Property Committee;

  • Contract Management of contracts and LTAs for motor vehicles and heavy equipment; 

  • Review and recommendation of call-off orders against existing LTAs’ 

  • Supplier Performance Management within the category of motor vehicles and heavy equipment.


5. Knowledge building and knowledge sharing

  • Conduct market research to keep abreast of market developments; research and analyse statistical data and market reports on the situation, production patterns and availability of goods and services within the category of motor vehicles and heavy equipment;

  • Identify new technologies, and products/services, evaluate and recommend potential supply sources and update the procurement program based on these results;

  • Develop capacity of UNOPS local offices to handle projects with procurement of motor vehicles and heavy equipment

  • Support business development teams on the technical aspects in the process of acquiring and developing new projects;

  • Perform other duties and responsibilities relevant to the functions of a Procurement Specialist.

Education/Experience/Language requirements

Education:

  • An advanced university degree (Master’s or equivalent), preferably in the field of vehicle engineering or other relevant type of mechanical engineering;

  • Bachelor’s degree with an additional two years of relevant work experience will be accepted in lieu of a Master’s/advanced university degree.

Experience:

  • With an advanced university/Master’s degree, at least 5 years of progressive experience in the  field of Motor Vehicles and Heavy Equipment (design, manufacturing, procurement, sales, maintenance and repair, fleet management, etc.);

  • Experience in procurement of Motor Vehicles and Heavy Equipment is an asset;

  • Experience in the UN is an asset.

Language Requirements:

  • Full working knowledge of English;

  • Knowledge of another official UN language (Spanish, French) is an asset.

  • Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
