JOB OVERVIEW:
Do you have great MEAL skills and experience, and a willingness to travel extensively? This role may be for you! 
The main purpose of the role is to provide direct support to Monitoring, Evaluation, Accountability and Learning activities in IRC country programs to cover extended staff vacancies/absences or to support teams during times of significantly increased workload or during special projects. 
When not assigned to a specific country, the Roving MEAL Coordinator will provide technical support to other Measurement Unit initiatives, including the development and delivery of staff training and the testing and deployment support for new tools and systems.

RESPONSIBILITIES:
Direct country support (60-70%)
Provide MEAL support through one of two approaches (agreed prior to assignment)
1.Act as the MEAL/M&E Coordinator for the country program during an extended absence or vacancy. 
•Provide technical leadership for strong monitoring systems and processes throughout the project cycle from the design, implementation to close-out and learning including: 
oSupport proposal design process, including drafting of MEAL components
oUsing learning and evidence to inform proposal design and Theory of Change; 
oDeveloping and operationalizing logical frameworks, M&E/MEAL plans, data collection tools, processes for data management, clients feedback approaches, quality checks and audits, and data visualization;
oDeveloping and advocating for adequate M&E/MEAL budget and staffing structure for all projects; 
oOrganizing data review meetings, and participating in project opening, implementation, closing and leaning meetings
oProducing high-quality reports and presentations of key project findings and share in key meetings.
•Supervise medium to large sized MEAL team across multiple sectors and geographical areas: 
oSet clear performance objectives; manage staff work plans; establish regular performance reviews; 
oLead the recruitment of new MEAL staff and consultants, and support their onboarding;
oBefore end of assignment, prepare, share and present handover notes that ensure smooth continuation of M&E/ MEAL work;
•Represent the IRC on MEAL at internal and external meetings, forums, and other events.

 

2.Provide specialist M&E support to existing MEAL teams for special projects or for during increases in workload, including but not limited to:
•Design, planning or execution of project evaluations;
•Leading or supporting needs assessment activities;
•Provide technical leadership for the design, method, and conduct of surveys such as baselines and end lines;
•Providing training to M&E teams and other staff with M&E responsibilities. 
•Deploying electronic data collection or other M&E technology tools;

 

Support to global projects (30-40%)
•Develop content for learning and training materials intended for use by IRC MEAL staff;
•Co-facilitate remote training sessions for M&E staff;
•Provide subject matter expertise to the development of MEAL tools such as standardized indicators and data protection guidance;
•Participate in user acceptance testing for new MEAL tools such as standard data collection applications. 

 

KEY WORKING RELATIONSHIPS:
Position Reports to Senior Advisor, Measurement Action. When assigned to country programs, temporarily supervised by Deputy Director, Programs, or in-country MEAL lead, with technical oversight by the relevant Regional Measurement Action Coordinator.
Position directly supervises: None on ongoing basis. May temporarily supervise in-country MEAL staff during country assignments
