Duty Station Kabul

OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health development agendas and emergency/resilience programmes and harmonized with the United Nations country teams.

DESCRIPTION OF DUTIES

1. Provides input to the Director/Head of WHO country office AFG or Responsible.

2. Conducts the implementation of procurement services for the department/office on a wide range of services and commodities.

3. Administers procurement resources and ensures compliant and efficient use of standard operating procedures of procurement.

4. Monitors the overall activities of procurement, logistics, contracting services for the office through the use of the GSM oracle system and other procurement tool; providing reports, data and statistics.

5. Provides guidance on procurements, logistics, contracting services to managers and staff.

6. Prepares and monitors the implementation of procurement work plan activities ensuring objectives and priorities are met and on track.

7. Ensures smooth running of operations of procurement services including goods and service, travel, communications, and information technology needs of the office, and local services vendor requirements.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in Business Administration, Public Administration, Management, or related field.
Desirable: An advanced university degree in Business Administration, Public Administration, Management, or related field.

Experience

Essential: A minimum of five years' experience, including international exposure in the area of procurement services, and logistics services for a programme.
Desirable: Prior working experience with WHO, other UN agencies and/or international organization.

Skills

- Sound knowledge and skills in procurement and budget.

-Concrete skills in implementing operations of procurement services and processes.

- Ability to lead and manage a team effectively.

- Ability to develop innovative approaches and solutions.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2210 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
