Introduction

 

The ready-made garment (RMG) sector in Bangladesh experienced rapid growth over the past 20 years, now being the country’s largest export earner and employing around 4 million workers - of which 55% are women - in about 4,000 active factories. It is the second largest exporter of RMG in the world. 
It is generally considered that problems due to a lack of skilled workers, infrastructure, social compliance and labour management relations hamper growth. There are significant issues in many factories around occupational health and working conditions, wage payments, freedom of association, and the lack of effective human resource management. In addition, weaknesses in national labour administration, industrial relations and social dialogue systems exacerbate and prolong non-compliance with national laws and regulations
To address these challenges, ILO in 2013 launched a comprehensive Programme on Improving Working Conditions in RMG industry in Bangladesh. Within this context, Better Work Bangladesh (BWB) aims at building the necessary capacity so that stakeholders can identify, prevent, and address relevant problems. BWB operates on two levels: (1) Factory-level: build in-factory capacity to improve working conditions and establish management systems and (2) institutional level: assist in building constituent and brand capacity to achieve structural, sustainable change in labour administration, industrial relations and social dialogue systems.

 

Function
The incumbent will manage all aspects of the BWB programme as part of the global Better Work programme and within the policy and procedural requirements established by the global programme and the ILO.

 

Supervision

Under the direction of the Better Work Programme Director, the BWB Programme Manager reports to the Head of Programme Development, Learning and Country Programmes, for Better Work-related activities. The BWB Programme Manager will remain under the direct supervision of the ILO Bangladesh Country Director with respect to political and administrative matters of the BWP Programme.

Description of Duties

 

1.    In collaboration with other Better Work Country Programmes and with support from Better Work Global, based in Bangkok and Geneva, lead the effective implementation and technical oversight of all project components including enterprise compliance assessments, advisory services, training, stakeholder engagement and policy influencing work.  Ensure a high degree of programme transparency, accountability and credibility, both internally and externally, in accordance with ILO’s policies, procedures and values.
2.    Oversee capacity building efforts of national partners to ensure compliance with international labour standards and national laws through the implementation of Learning Hub and other mechanisms. This will entail ensuring strong collaboration with related and complementary activities of the ILO, IFC and other institutions.
3.    Effectively manage human resources including recruitment, mainstreaming gender equality and the principles of equal opportunity, staff development and performance management with a particular focus on increasing management and leadership skills of senior national staff to enable them to independently manage factory services and expand their responsibilities for policy influencing and stakeholder engagement.  Lead by example the growth of a positive working culture that promotes excellence and accountability for results as well as a respectful and supportive workplace environment that encourages teamwork and personal growth. 
4.    In accordance with donor agreements, take responsibility for the maintenance of effective and efficient administrative and financial systems for the programme, including the administration of revenue collection, in compliance with the ILO financial rules and regulations.

5.    Oversee the development of robust internal systems to support quality delivery of services including the collection, management and analysis of data as appropriate in order to inform monitoring, evaluation, quality control and operational efficiency as well as to support the programme’s policy and research portfolio and support buyer relationships.      Manage the implementation in Bangladesh of the global monitoring and evaluation strategy, and support further research and analysis as required.  Improve information sharing between staff for the purposes of knowledge building and programme efficiency. 
6.    Further develop the programme's institutional sustainability efforts, including through partnerships with the tripartite constituents and other stakeholders and by triggering new levers of change such as partnerships with manufacturing groups.

7.    Ensure active engagement with the tripartite country Project Advisory Committee (PAC), including providing secretariat and technical support to the PAC and managing and facilitate regular buyers’ and other stakeholder fora.

8.    Take the lead to develop and implement a local resource mobilization strategy  and  maintain strong relationships with the multi-lateral and bilateral donor community for resource mobilisation, project development and effective management of donor funds and critically assess the value of potential funding opportunities.  

9.    Conduct high-level communications to increase the profile of BWB with international buyers, external stakeholders, policy makers and the media as well as within the ILO and IFC. This includes representing the programme at national and international levels.  Lead on the programme’s convening and facilitating role to address industry wide issues, including those related to competitiveness as well as workers’ rights and safety issues, through multi-stakeholder dialogues and partnerships

10.    Maintain and further expand strong collaboration with the ILO Regional Office and other components of the ILO to support the implementation of the Decent Work Country Programme and work through a joint one ILO programme approach with other ILO initiatives concerning labour administration reform and better work initiatives.

11.    Actively collaborate with other Better Work country programme managers to contribute, and to support the development and implementation of the global Better Work programme, including its policies, tools and strategies and help to ensure consistency in and effective delivery of Better Work country programmes. 

12.    Support the ILO Dhaka Country Office in meeting expectations of national and global stakeholders within the overall context of improving working conditions and workers’ rights in the garment industry in Bangladesh.

Required qualifications

Education

Advanced university degree with demonstrated experience in international development, social sciences or other relevant field.

Experience

At least ten years of professional experience in the areas of social dialogue, working with the private sector in developing countries, capacity building, corporate social responsibility (particularly in the field of labour standards compliance), programme management or related fields in a senior level position, at least seven years of which has been at the international level.  Experience of working with business is essential and experience of working with the garment sector is highly desirable.  Relevant experience working in South Asia would be an advantage.

Languages

Excellent command of English.  Working knowledge of Bengali would be an advantage.

Competencies

  • Excellent administrative, financial, project and human resource managerial skills;
  • Proven leadership ability to coach, motivate and train staff for continuous improvement of performance and transform team performance and commitment;
  • Proven ability to manage change processes and capacity building, particularly within a developing country context, including ability to build partnerships between stakeholders to influence policy making for increased impact;
  • High level technical knowledge of corporate social responsibility issues, such as compliance needs assessments, remediation, capacity building and training, including a proven capacity to liaise with international buyers;
  • Expertise in private sector development, preferably in the apparel sector, including a good understanding of the functioning of the global apparel value chain and Bangladesh’s competitive position within the value chain;
  • High level knowledge of project formulation, administration and evaluation techniques and ability to mobilize resources;
  • Demonstrated ability to define and resolve problems in a manner that reflects the interests of stakeholders in technical assistance projects and activities, the cultural situation in Bangladesh, the ILO's commitment to fundamental principles and rights, social dialogue and tripartism and the IFC's mission of supporting sustainable private sector development;
  • Good understanding of the key tenets and dynamics of industrial relations in Bangladesh as well as a foundational understanding of industrial relations at the global level in the garment industry.
  • High level of understanding of gender equality, gender mainstreaming and equal opportunity principles and approaches, based on experience in mainstreaming gender and promoting inclusive and diverse workplaces in a project and among staff.  Knowledge and expertise in working in industries with high levels of migrant workers is an advantage.
  • Excellent analytical skills including demonstrated ability to devise socio-economic research and analysis and translate research results into practical policy directions and reports.
  • Ability to provide authoritative policy and technical advice and guidance; and
  • High level communications skills, both oral and written including capacity to represent the organisation, work with the media, and operate in a multi-cultural environment.
  • The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
