VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of External Relations and Policy Research (EPR), headed by the Managing Director and Deputy to the Director General provides guidance on the Organization’s external relations and advocacy with its Member States and other stakeholders and partners in the United Nations system, the broader development community, civil society and academia. In addition, the Directorate oversees the Organization’s policy research and statistics activities and the Organization’s normative contribution to Member States and global development community in achieving the SDGs. These positions are located under the Department of Policy Research and Statistics in the Research and Industrial Policy Advice Division (EPR/PRS/RPA). The Division conducts integrated applied economic research on themes related to UNIDO’s mandate at the international, regional, country and sector level, and disseminates the findings thereof. On this basis, it provides strategic and specific industrial policy advice to Member States to accelerate industrial development. The Division also supports Member States in the identification, design, implementation and evaluation of policies that aim at expanding and diversifying their productive capacity, and advocates for sustainable industrialization strategies at the global, regional and national level. In discharging these responsibilities, it implements projects and collaborates closely with other relevant organizational entities of UNIDO, including those providing technical cooperation services.

Project context: As one of the organisation’s primary instruments for advancing policy dialogue, building institutional capacities and creating global communities of practice in the field of industrial development, UNIDO, with financial support from the Federal Ministry for Economic Cooperation and Development (Germany), recently launched the Industrial Analytics Platform (IAP). The platform provides information and analysis on the state of industrial development around the world and can be used to provide capacity-building services in the context of specific country/regional needs and policies. The project is currently in its second phase of implementation (2020-2021) which aims to build on the existing achievements and accelerate knowledge creation and capacity development among relevant stakeholders. To this end, the platform team is technically upgrading and practically deploying the IAP as an integral part of UNIDO’s broader mandate on supporting inclusive and sustainable industrial development (ISID). As part of the core project team the consultants will support further development and growth of the IAP, by designing new platform tools and services, and facilitating roll out and implementation of follow-up phases. Main Functions

The consultants will perform the duties indicated below under the guidance of UNIDO IAP project manager: 1. Coordinate the development and implementation of new data tools related to i) quarterly industrial statistics and ii) firm-level competitivness indicators. 2. Organize the implementation of firm-level surveys in pilot countries and ensure maintenance and further development of existing IAP datasets. 3. Support the creation of new analytical and capacity building content for the IAP and help structure and organize global research networks in relevant subject areas. 4. Other activities under the scope of the IAP, as identified and agreed with the project manager.

Minimum Requirements

Education

Advanced university degree in data science, statistics, economics or development studies, desirably with a specialization in international economics, micro-economics and/or statistics/econometrics.

Languages

Fluency in written and spoken English is required. Knowledge of other UN languages desirable

Computer Skills

Field of Expertise

A minimum of 3 years practical experience in the field of economics including experience in the field of data science, statistics and/or econometrics, that provides the necessary skills and understanding for the collection, management and analysis of economic data. Advanced knowledge of statistical software packages (preferably R) is a must. Solid understanding of emerging technologies in data science, such as the use of AI and machine learning tools, is a plus. Experience in conducting micro-level surveys and data analysis or in the area of data-driven journalism, as well as exposure to the needs, conditions and problems in developing countries will be considered as an advantage.
