DRC established programming in Colombia in 2011 but has experienced an important growth since 2018. As a newly established country programme (CO), DRC Colombia needs to comply with internal and donors’ standards related to code of conduct risk management. The position will support the Colombia CO and provide technical support to the Latin America and the Caribbean (LAC) team as required

Overall objectives are:

  1. Nurture and promote a culture of code of conduct in collaboration with managers and staff.
  2. Implement capacity building plans on strengthening the Code of Conduct and Code of Conduct Reporting Mechanism (CoCRM) implementation in Colombia office and supporting LAC team.
  3. Ensure the correct functioning of the CoCRM in DRC Colombia’s operation.

Main Responsibilities but not limited to:

DRC Colombia’s Code ofConduct Intake Committee set up

  • Be appointed as Intake Committee’s Authorizing Officer: appoint investigators to open investigations, review the work of and mentor assigned investigators, and refer investigations’ outcomes to the appropriate management level.
  • Be appointed as investigator to investigations of serious misconduct cases as required based on needs and capacities, including but not limited to investigate Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH) allegations.
  • Ensure all members of Intake Committee are trained on their roles with induction training and refreshers.
  • Advise Intake Committee members as needed and required by them in their roles.
  • Ensure regular Intake Committee meetings take place monthly at minimum.
  • Ensure the Intake Committee follows the Code of Conduct Reporting Mechanism Operations Handbook in its processes, with the technical support from the DRC HQ Code of Conduct team.

Investigative capacities

  • Consolidate pool of trained investigators for DRC Colombia operation, offering quarterly refresher training sessions.
  • Finish translation to Spanish of relevant policies and process documents relevant for the Code of Conduct Reporting Mechanism in DRC Colombia,

Code of Conduct Focal and Protection from Sexual Exploitation and Abuse (PSEA) Focal Point. Be appointed as Code of Conduct Focal Point for DRC Colombia operation:

  • Set up a pool of Code of Conduct training facilitators across offices with the support of Human Resources.
  • Facilitate online monthly Code of Conduct and PSEA induction sessions for all new staff in coordination with Human Resources.
  • Facilitate in person in-depth Code of Conduct and PSEA training sessions for all staff across field offices, on a yearly basis.
  • Ensure staff compliance on online individual and facilitated Code of Conduct and PEAS training, following up with staff on a quarterly basis.
  • Supporting Senior Management Team and Support Services department with specialized knowledge and operational know-how within the Code of Conduct and Safeguarding discipline.
  • Report to donors on misconduct, respecting DRC CoCRM processes, data protection laws and other confidentiality and due process requirements.
  • Work with relevant programme, MEAL and communication colleagues on the development of relevant Code of Conduct and PSEA material for DRC’s offices and DRC’s people of concern.
  • Support the work of the DRC Colombia’s Comité de Convivencia as required in its tasks.
  • Be the Code of Conduct and PSEA focal point for DRC Colombia with external stakeholders, including the national PSEA network, donor focal points and INGOs.
  • The role does not have any managerial responsibilities.
  • The position includes the technical supervision and monitoring of assigned investigators to ensure the respect of the principles of an internal administrative investigation, including but not limited to due process and confidentiality.
  • The position includes a two/three-month in-depth induction with existing Code of Conduct Specialist on the day-to-day of the role.

Experience and technical competencies: (include years of experience)

  • Suitable qualification with at least 3 to 5 progressive working experience in an (I)NGO context.
  • At least 1 year of relevant work experience especially in compliance, ethics and managing PSEA issues including prevention and response
  • Previous experience with DRC a plus
  • Demonstrated experience in developing and delivering successful training sessions, facilitating meetings as well as developing and implementing organizational procedures and protocols.
  • Strong facilitation and presentation skills as Trainer, including virtually.
  • Commitment to upholding and modelling DRC’s values and Code of Conduct,
  • Demonstrating integrity, diplomacy, professionalism, reliability and resilience at all times.
  • Able to work professionally and with a high degree of confidentiality at all times.
  • Ability to quickly build personal rapport and trust.
  • Strong computer skills: facility with MS Word, Excel, PowerPoint, MS Teams, OneDrive and email software.
  • Familiarity with Safeguarding and PSEA standards, including an ability to apply a survivor-centered approach in relating with survivors of SH and SEA and in handling SEA and SH allegations, and an understanding of the international context in which this issue impacts DRC.

Education:

  • Required: Bachelor’s degree
  • Preferred: advanced degree in social science, human resources law, criminal law, investigations, gender or gender-based violence, international affairs.
  • Preferred: OSACO/CHS Alliance certificate on PSEA workplace investigations and any FRAUD/corruption investigations certificate.
