Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Environment and Energy (EAE) aims to integrate and scale-up the energy and environment activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development. The EAE also supports industries to contribute to climate neutral circular economy and encourages governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment (EAE/ENV) and the Department of Energy (EAE/ENE). This position is located in the Energy Systems and Infrastructure Division (EAE/ENE/ESI), which focuses on promoting sustainable energy solutions and infrastructure for industrial development. The promotion of industrial decarbonization through crosscutting solutions, such as energy management systems and standards, energy systems optimization, and deployment of renewable energy technologies is one of the core functions of the Division. In addition, the Division supports Member States with the transition to sustainable energy systems for ISID. By bringing together supply and demand side perspectives, the focus of the Division is on system level changes and transformative solutions driven by the convergence of key technologies such as distributed generation, digitization and storage technologies as well as climate policies. The Division focuses on disruptive solutions, being they technological or business models. It is also responsible for coordinating policy engagement and dialogues, at national, regional and global levels, and through pursuing meaningful global partnerships in the field of sustainable energy and climate change. The Division positions UNIDO strategically in the global energy and climate change forums and coordinates the global network of regional centers and partnerships.

PROJECT CONTEXT Given the unique context in Palestine where energy shortages and high costs have become a permanent reality for most SMEs, especially in the furniture, food and metal sectors, the MOUSTADAMA Program will focus both on 1) improving the energy management and energy conservation practices at the enterprise-level and 2) increasing the electricity supply through renewable energy and combined heat and power applications. UNIDO will take an “EE First” approach where EE interventions will be implemented first to reduce energy consumption before considering RE options to meet the remaining supply gap. The MOUSTADAMA Program will primarily utilize and develop locally-driven RE/EE solutions and technologies: available on the local market and customized to the Palestinian context. The Program will also provide innovation and entrepreneurship support for Palestinian energy service providers and clean tech start-ups to develop these solutions and applications. The MOUSTADAMA Program consists of four components: Strengthen the policy and regulatory environment for RE/EE in the industrial sector: The Program will support the operationalization and enforcement of the net metering scheme; facilitate the implementation of EE measures in the National Energy Efficiency Action Plan (NEEAP); and promote the development of policy guidelines for innovative RE supply solutions, including safety standards for biogas production. Develop local capacity to design and implement RE/EE projects in the industrial sector, thus promoting green job creation in the energy sector: The Program will train and/or certify over 400 RE/EE national experts, technicians, and industrial enterprise staff to further develop and support the local RE/EE industry in Palestine. Create demand for clean energy technologies in the industrial sector, supporting the green economy agenda: The Program will enable 75 demonstration projects to showcase the benefits of EE and RE solutions in the industrial enterprises. These demonstration projects will be financed in cooperation with SUNREF and other financing facilities. The Program will also enable five pilot projects of innovative business models to de-risk investments in decentralized energy solutions and mini-grids. The success of these EE/RE projects will catalyze market up-take of RE/EE solutions in the industrial sector. Foster innovation and entrepreneurship in the clean technology sector: The Program will support 90 entrepreneurs and start-ups in developing innovative, locally-driven EE and RE solutions and provide seed funding to 9 winners of the annual business innovation competition. New products and innovations developed will become available on the local and global markets. The Program will also contribute to global environmental benefits by leading to reductions in greenhouse gas emissions. Energy consumption within industrial enterprises in Palestine will decrease and energy reliability and security will improve, thus increasing their productivity and strengthening their competitiveness on the market. Main Functions

Under the joint supervision of the UNIDO Programme Managers at the HQ and in the field and in consultation with the PMU and specialized national and international experts (as applicable), the Sustainable Energy Expert will be responsible for the technical support required for the implementation of the various program’s components within the programme “MOUSTADAMA – Promoting an Energy-Sustainable Palestinian Industry”. The PMU consists of the NPO, a full-time Administrative and Finance Assistant, Technical Experts, and support staff provided by the counterpart organizations. The PMU will also serve as the secretariat of a Project Steering Committee that will provide strategic guidance and oversight to the project implementation. Specifically, the Sustainable Energy Expert is expected to carry out the following duties, in his/her tenure over the project implementation period: - Support the efforts for the enhancing the monitoring and enforcement of the net-metering guidelines and standard contracts; through working closely with International and National Experts, Partners and Stakeholders. - Contribute to the technical development and delivery of trainings and implementation of energy efficiency solutions as well as the design, installation and maintenance of renewable energy technologies and provide technical support to assisted enterprises as required. - Support the setting up and development of a peer-to-peer platform for information exchange, cooperation and partnerships between micro, small and medium sized enterprises (MSMEs) and energy service providers. - Provide the technical input required for the organization of informative awareness sessions targeting groups on the potential for sustainable energy and importance of green economic development through data collection, analysis and development of national case studies, in addition to the organizations and special awards in collaboration with national and international experts administered by the PMU. - Provide technical input and assistance to identify beneficiary groups and enterprises and engage with industrial enterprises for the development and implementation of RE/EE demonstration projects in targeted sectors, this includes: a. Assist in conducting Energy audits b. Contribute to the identification of required interventions c. Provide technical assistance to the enterprises in overseeing the implementation of the demonstration projects (i.e. procurement of selected equipment and services for the demonstration projects) - Provide inputs to communication material to promote the program’s activities and the dissemination of key results and best practices; - Conduct required research and identification of technical feasibility for the introduction of new business models for supply of decentralized energy solutions and mini-grids for targeted enterprises and localities. - Contribute technical input for supporting, coaching and training partner organizations to develop and promote the CleanTech ecosystem in Palestine, this will include technical contribution for the development of martials and communication campaigns, organizing competitions, designing and implementing acceleration and mentorship services and development of linkages at local and international levels. - Coordinate the technical implementation of program activities with relevant stakeholders and partners. - Carry out ad-hoc assignments, research, and reporting activities as required.

Minimum Requirements

Education

Advanced University degree in engineering, life sciences or equivalent.

Languages

Fluency in written and spoken English and Arabic is required.

Computer Skills

Field of Expertise

A minimum of five (5) years of relevant working experience in the identification and implementation of energy efficiency and renewable energy projects particularly in industry. A good knowledge of the energy market and related policies in Palestine is an asset
