Organizational Setting

The Division of Human Resources (MTHR), within the Department of Management, plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.The HR Management Section (HMS) provides HR services to the Agency and advice to managers in the areas of recruitment, learning and development, staff relations and the business partner approach.

 

Main Purpose

 

Reporting to the Learning & Development Specialist and working closely with the Leadership Development Coordinator (LDC), the Learning Specialist is responsible for the creation and maintenance of learning materials and resources for the leadership development programs and related learning. The Learning Specialist is a key contributor to the development of innovative training solutions, evaluates the effectiveness of the material, ensures that courses are in line with new developments and trends in the field of learning, and facilitates increased accessibility to cost-effective training methodology.

 

Role

 

The Learning Specialist is\:
1) a technical expert in learning/adult education and instructional design, including development, design, testing, implementing and evaluating innovative learning programmes.
2) an experienced trainer; identifying training needs and develop courses to meet those needs.
3) a project manager, acting as the interface between subject matter experts and graphic design professionals.

• Create curricula, using creative, engaging learning activities and compelling course content that enhances retention and transfer; work with subject matter experts to develop evidence-based learning programs.
• State instructional end goals and create content that matches them – both classroom and virtual learning; visualize instructional graphics, design user interface, and ensure the finished product is compliant to client needs.
• Apply tested instructional design theories, practice, and methods and creates supporting material/media (audio, video, simulations, role plays, games etc).
• Incorporate assessments and evaluations into the (e)learning modules to test learner's comprehension of the topics and appreciation of the courses and ensure a process of continuous improvement.
• Facilitate workshops and conduct training sessions; facilitate group process, strategy and learning sessions.

Qualifications, Experience and Language skills

 

- University degree in human resources, education, educational technology, communications or other related field. Advanced university degree in these fields and/or certificate in instructional design is an asset.

- Minimum five years of experience in the design, delivery and management of learning materials and courses for management/leadership development; management of the learning and knowledge platforms, and developing or assisting in the delivery of virtual/distance learning courses; of which three years of experience in instructional design with demonstrated knowledge of instructional design methodology and adult learning theories.
- Excellent knowledge of learning theories and instructional design models and Lesson and curriculum planning skills.
- Basic HTML and Flash programming knowledge; solid knowledge of course development software and at least one cloud-based Learning Management System.
- Visual design skills (Dreamweaver, Photoshop, Illustrator) and ability to storyboard, ability to write effective copy, instructional text, audio scripts/video scripts.
- Experience developing AICC/SCORM compliant eLearning and publishing content on a learning management platform.
- Demonstrated knowledge of leading practices for systems training and successful adoption of organizational change.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62120 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 30874, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
