VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus in its Medium-term programme framework 2018-2021 is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. UNIDO’s programmatic fields of activity contain a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

Under the overall direction of the Director General and working in close collaboration with the Chief of Cabinet and all organizational entities within UNIDO, the Office for Strategic Planning, Coordination and Quality Monitoring is responsible for providing guidance and support on the strategies, policies and priorities of the Organization, and for ensuring the effective positioning of the Organization and its mandate of inclusive and sustainable development (ISID) in the global development agenda. This Office also oversees, from a corporate perspective, that UNIDO’s programmes and projects are aligned to UNIDO’s strategic framework, especially with regards to the implementation of ISID vis-à-vis the 2030 Agenda for Sustainable Development, and ensuring that UNIDO’s programme and projects are aligned to results-based management principles in addition to being compliant with established quality standards. To fulfil these functions, the Office comprises two units, the Strategic Planning and Coordination (SPC) Division and the Quality Monitoring (QUA) Division. The Office also serves as the secretariat of the Executive Board. The SPC division guides and provides the leadership in the development of the Organization’s strategies, policies and priorities, and manages the Organization’s strategic links with its partners within the multilateral development system. The Division is responsible for the effective participation of UNIDO within the United Nations Development System and other relevant intergovernmental processes, including the G20, in order to ensure the external positioning of the Organization within the international development framework consistent with its mandate and capabilities. The Division also provides analytical support to the Director General on issues related to the 2030 Agenda for Sustainable Development, and its associated Sustainable Development Goals (SDGs), international development cooperation and coordinates the preparation of UNIDO’s strategic documents and major reports as well as supporting the Chief of Cabinet in his management function of the Organization’s Executive Board.

PROJECT CONTEXT The Strategic Planning Expert will provide support to the team responsible for UNIDO’s engagement with selected international fora, also outside of the United Nations system. In this context, she/he will support in particular the engagement with prominently the G20, as planned under the project 190090 “Consolidating UNIDO’s positioning in the G20”. The project seeks to improve the internal coordination, as well as the political and technical input provided to the G20 process, particularly, but not exclusively through the Development Working Group of the G20. This will complement SPC’s work on managing for results, by enhancing the Organization’s contribution to the 2030 Agenda for Sustainable Development through this forum. Moreover, under the supervision of the Strategic Planning Officer, and in collaboration with the team, the person will support the Office’s work with regard to the implementation of the Organization’s managing for results framework, i.e. the Integrated Results and Performance Framework (IRPF). Under the project 170102 “Updating and fine-tuning UNIDO’s IRPF”, SPC is driving an internal reform of Results-Based Management methods, products and processes through a consultative approach. The project is now focusing on supporting the implementation of the new IRPF by introducing or upgrading mechanisms and tools. Part of the exercise refers to behavioural outcomes pertaining to the normative and policy influence role of the Organization, not least through the participation in global governance forums such as the ones mentioned above. Main Functions

Under the overall supervision of the Strategic Planning Officer and in collaboration with the other members of the team, the person will contribute to the work of the SPC team by providing substantive input and drafting, based on a reliable technical expertise on both the IRPF implementation and the strategic engagement with major non-UN intergovernmental groups. She/he is expected to be able to perform these duties with a high degree of quality and reliability, in line with the guidance received from the Strategic Planning Officer, the Chief of the Office of Strategic Planning and Coordination, and the Director of the Office of Strategic Planning, Coordination and Quality monitoring. She/he will support SPC’s efforts and closely coordinate both streams of work to ensure that synergies and opportunities are exploited. The tasks undertaken by the expert will range from administrating elements of the projects and coordinating across departments aspects related to both areas of work to playing a substantive role on selected set of activities. These functions are to be conducted on a continuous basis, including beyond the timeframe of the present contract. The consultant must therefore ensure the transferability of knowledge and information at the end of the contract duration. Main duties are: - Support the Department’s engagement with selected non-UN stakeholders on strategic areas, such as Financing for Development and COVID-19 response, among others, with the aim of support the Office’s work towards strengthening UNIDO’s mandate and position in the global development community – in line with the MTPF 2022-2025 call for a stronger normative role. - Liaising with selected counterparts and facilitating continuous and smooth coordination related to the relevant projects’ outputs. - Conducting desk research on strategic sustainable development-related issues in the context of the UN and non-UN stakeholders, in line with the projects’ objectives. - Based on the results of a UNIDO–wide survey on the level of engagement of the various departments with non-UN intergovernmental processes, in particular the G20, drafting a strategic roadmap for UNIDO engagement and making recommendations for the Director of the Office to strategize the Organization’s way forward. - Preparing reports, making proposals on the strategic engagement of UNIDO with non-UN intergovernmental processes, in particular the G20. - Contributing to strategy development, through technical input and drafting of engagement strategies including with a view to operationalizing the next strategic planning cycle, including based on the analysis of IRPF data. - Preparing concepts, presentations, briefing notes and other technical background documents leveraging on statistics and other related information, as well as compiling and organizing information and reference materials from various sources for reports, meetings, etc. - Ensuring timely issuance of UNIDO’s inputs to the strategic documents stemming from the discussions of the G20 DWG, and support liaising with counterparts. - Collecting and analysing information on best practices in the United Nations system with regard to the development and implementation of processes, mechanisms and normative frameworks to guide the results monitoring function. - Supporting the Office to coordinate the work of the network of results focal points, including on the implementation and fine-tuning of IRPF approaches and tools. - Performing other strategic planning duties as required.

Minimum Requirements

Education

Advanced university degree in international relations, political science, engineering, sciences, economics, business administration or other relevant discipline with specialization in area relevant to the recruiting Office.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language is desirable.

Computer Skills

Field of Expertise

At least five years of professional experience in area relevant for Strategic Planning and /or international political affairs. Exposure to the needs, conditions and problems in developing countries. Direct experience with the G20 or similar global governance forums as well as with engaging with different sectors through the multi-stakeholder platforms are important assets. Direct experience with results frameworks and organizational theories of change is an asset.
