Background Information - IAIG

Internal Audit and Investigations GroupThe purpose of the Internal Audit and Investigations Group is to provide independent and impartial assurance and advice to improve UNOPS operations.  The group reports on the use of resources administered by UNOPS and the effectiveness of internal control systems; and enhances the effectiveness of risk management, control and governance processes.   Furthermore, the Internal Audit and Investigations Group leads the Executive Director’s investigations into alleged fraud, corruption, waste of resources, abuse of authority or other misconduct and violations of UNOPS regulations, rules and administrative instructions.

 

 

Functional Responsibilities

Under the overall guidance of the Director IAIG and supervision of the Manager of Internal  Audit Section, the Data Analytics Specialist plays a principal advisory role in data analytics. The Data Analytics Specialist will work closely with auditors and investigators, as well as collaborate closely with stakeholders (including ICT and other UNOPS business units) in order to ensure that the appropriate standards, mechanisms and improvement plans are in place to effectively embed data analytics in audit engagements and investigations workflow.

The Data Analytics Specialist will be expected to:

  • Implement a holistic approach for actively  effectively embedding data analytics in audit engagements and investigations workflow.

  • Empower IAIG to perform and expand existing remote audit capabilities and continuous auditing techniques and tools.

  • Provide technical advice and recommendations to IAIG management in designing a data analytics vision and strategy for the Group.

  • Ensure professional skills/knowledge remain relevant and up-to-date through participating in the industry events and trainings.

Advisory services

  • Provide technical advice and recommendations to IAIG management in designing a data analytics vision and strategy for the Group.

  • As instructed by IAIG management, perform process mining and selected data analytics tests to other UNOPS business units (second line of defence) and provide coaching/guidance upon their request.

  • Work in synergy with other business units that are implementing or plan to implement data analytics.

Solution implementation and maintenance

  • Develop understanding of the implications of the new or emerging business lines, processes, policies, guidelines and IT systems in order to help IAIG in designing data analytics solutions that ensure audit coverage of the emerging areas.

  • In collaboration with the audit team, create a risk model for continuous assessment of UNOPS offices, hosted entities and topics that would guide IAIG’s annual audit work plan and quarterly risk re-assessments.

  • Develop new Process Mining and Machine Learning models or implement improvements of the existing audit tests.

  • Work with auditors and relevant stakeholders to strengthen IAIG’s capabilities to remotely conduct audit engagements.

  • Expand the group’s data analytics capabilities in reviews on control gaps, the root causes of non-compliances, internal benchmarking and visualisation. 

Capability building, knowledge management and innovation

  • Help in strengthening data analytics skills of auditors and investigators.

  • Serve as an advocate and communicate the benefits of data analytics in IAIG.

  • Participate in peer agencies initiatives to collaborate and share knowledge about current and future developments in the area of data science and analytics. Share success stories of data analytics experience.

  • As requested by IAIG management, represent the unit un international data science/analytics hackathons and conferences to help IAIG keeping up with the latest developments in data analytics.

Education/Experience/Language requirements

Education:                                                        

  • Advanced university degree in Computer Science, Quantitative Economics, Econometrics, Mathematics, Statistics, Financial Engineering or other related fields. 

  • A first-level university degree in combination with two years of relevant experience may be accepted in lieu of the advanced university degree

Work Experience:

  • A minimum of 5 years of progressively responsible experience in data science and/or data analytics at an international level is required.

  • A Minimum of 3 years of experience in delivering data analytics solutions around procurement, project management, finance and HR transactional datasets is required.

  • A Minimum of 2 years of experience in developing, testing and producing machine learning methods (clustering, regression, optimization, neutral networks etc.) is required.

  • Knowledge and experience using SQL, Python and Jupyter is an asset.

  • Experience with at least on of the packages such as Numpy, Scioy, pandas, scikit-learn and/or networkx is strongly desired.

  • Strong data communication and visualization skills and experience using Google Data Studio is an asset.

  • Experience working with UNIT-4 Agresso ERP datasets is highly desirable.

  • UNOPS experience is an asset.

Language Requirements:

  • Fluency in English in written and spoken is required.

  • Knowledge of other UN languages is an asset
