1.     Organizational Context

 

  1. Organizational Setting

The post is located in the Office of the Assistant Director General, IP and Innovation Ecosystems Sector (IES).  The Sector is entrusted with a wide mandate to coordinate internally with the four Sectors to effectively promote the use of IP in the framework of innovation, branding and creative ecosystems, namely by supporting decision makers through evidence-based research and analysis; designing, developing, and supporting IP ecosystems; and enabling SMEs and other IP users to maximize the value of their IP.

  1. Purpose Statement

The Senior Business Analyst supports the work of the Office of the Assistant Director General on matters related to information and communication technology (IT), including by identifying the optimum business requirements for improved IT services for the Sector, acting as the liaison with the Information and Communications Technology Department as well as other central IT services.  The incumbent also acts as project manager of any relevant IT project for the Sector.

The incumbent works under the supervision of the Assistant Director General (ADG).

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

a.   Provide analysis and recommendations on issues pertaining to the IT business needs of the Sector; define and document business processes, produce data and process flow diagrams and maps.

b.   Act as the liaison and ensure effective communication between the Sector and the central IT services.

c.   Provide effective coordination and communication within the Sector on IT related matters to enhance internal coherence and efficiency.

d.   Manage IT projects for the Sector, including system analysis, design and implementation of new applications; develop user and resource requirements, specifications, and scope documentation for projects; coordinate the timings of delivery and deployment; facilitate coordination between users and IT developers as necessary.

e.   Coordinate the maintenance of IT systems of the Sector; design, develop and maintain testing procedures in order to assess the integrity and functioning of IT facilities of the Sector, set user testing protocols, test new applications, develop and maintain documentation and train staff on computer applications.

f.    Develop effective reporting tools and generate advanced statistics and reports on related issues for internal and external purposes; conduct research on specific topics as assigned, evaluate data and present results.

g.   Monitor and support the Sector’s web presence and related programs.

h.   Maintain technical expertise by learning about and keeping up to date with new technology and make proposals on possible improvements.

i.    Perform other related duties as required.

 

3.      Requirements

 

Education (Essential)

Advanced university degree in computer science, information technology or related field.  A first-level university degree in one of the aforementioned disciplines plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.

Education (Desirable)

Project Management certification.

Experience (Essential)

At least seven years of relevant professional experience including experience in project management in the field of Information Technology applications in a business environment.

Experience (Desirable)

Experience in working confidentially, involving sensitive information.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Knowledge of another official UN language.

Excellent understanding of complex systems problems.

Strong analytical and problem solving skills.

Good project management skills, including the ability to gather clear business requirements.

Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the internet.

Knowledge of internet technologies, including Angular and/or Java, CSS, HTML, and related technologies.

Knowledge of data analysis and modelling, including with database systems such as SQL or similar products.

Knowledge of software development practices and deployment methodologies.

Knowledge of search engines, such as Elasticsearch and/or Solr.

Knowledge of XML parsing and transformation.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the April 15, 2021 rate of 79.3%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Initial period of one year, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
