UNICEF in Serbia is seeking a qualified Market Analysis Consultant to provide analysis on equipment needed for peer learning in preschool education. Duration of the assignment: 10 days.

In order to strengthen the capacities of pre-school teachers for the implementation of the new pre-school curriculum (PCF) and approach, the Ministry of Education, Science and Technological Development (MoESTD) is adding about 17,000 preschool spaces for children and has rolled out a comprehensive capacity building programme for 12,000 pre-school teachers. The capacity building program has been implemented in phases since 2019.

The mechanism envisaged to reach so many teachers is the “cascade training model”, e.g. to train core trainers, which will then form training pairs with pre-school teachers and expert associates for further dissemination of the training. Peer learning is an important element of the capacity building programme because it provides the opportunity to the practitioners to reflect on their practice and exchange experience on what and how works in practice, what are the challenges, and to jointly discuss how the challenges can be overcome and how the practice can be enhanced.

Another important precondition for successful implementation of this model of peer learning is that the kindergartens are sufficiently equipped, both for the development of good practice in accordance with the new PCF, but also for the implementation of the model of peer learning itself.

Work Assignment Overview:

Through this assignment, a specification of equipment needed for the implementation of peer learning/ horizontal exchange with cluster centres will be developed to support the MoESTD and the World Bank Inclusive Early Childhood Education Project Implementation Unit (WB PIU) to provide equipment for 5 kindergartens - cluster centres that will host the peer/learning horizontal exchange events. WB PIU will provide the consultant with the requested template.

Duration of the assignment: 10 days (May – June 2021)

Detailed task description:

Task 1. Conduct consultations with stakeholders (MoESTD, IIE, IPA, preschools, UNICEF) and a review of relevant documentation related to the equipment needed for the implementation of the model of horizontal learning with cluster centres.

Deliverables: Drafted list of equipment needed for the implementation of the model of horizontal learning with cluster centres

Timeline: 2 days

Task 2. Conduct analysis of the needs of 5 kindergartens - cluster centres (in preschools in Novi Sad, Belgrade/Zemun, Cacak, Loznica and Pirot) that will host horizontal exchange events with other preschools.

Deliverables: Defined need analysis

Timeline: 3 days

Task 3. Conduct a market analysis of equipment and didactic tools for horizontal learning with cluster centre.

Deliverables: Brief report on the market analyses

Timeline: 2 days

Task 4. Develop a specification for the provision of equipment for kindergartens that will be cluster centres.

Deliverables: Drafted specification for provision of equipment

Timeline: 3 days

Knowledge/Expertise/Skills required:

  • Minimum secondary education degree is required (architecture, technical, economics, education or other). Advanced degree will be an asset.
  • Proven market research analysis experience.
  • Adequate knowledge of data collection methods.
  • Ability to interpret large amounts of data.
  • Experience in development of tenders and implementing tender procedures.
  • Strong communication and presentation skills.
  • Ability to listen to the client and create high-quality specifications.
  • Ability to assess the needs of end users independently and objectively.
  • Ability to meet tight deadlines through excellent time management and organization skills.
  • Computer literacy (MS Office, Internet).
  • Fluency in both Serbian and English.
