Reporting to the Head of Financial Services Unit:  Support and deputise the Head of Unit;  Contribute to the management of the Financial Services Unit and its staff;  Support and contribute to provide outside-in expertise and oversee the continuous review and improvement of service delivery processes with the view to achieving efficiency, consistency, transparency and scalability in a fast-growing EU Agency;  Support and deputise the Head of Unit in leading, developing and inspiring staff within the Unit to achieve the set objectives;  Trusted adviser to the Head of Unit on all aspects of budget throughout its lifecycle and financial services;  Support and deputise in reporting regularly and pro-actively to Senior Management on budget execution, performance of the financial management system, the robustness of the financial regulatory framework;  Support developing, monitoring and propose revisions to budget and financial policies, practices and procedures, to meet the evolving needs of the Agency. Ensure that financial functions are exercised in accordance with relevant internal and EU financial guidelines;  Actively contribute to the drafting of the annual, multi-annual planning cycles regarding budget and financial services (Single Programming Document and similar documentation);  Liaise with and support the responsible Agency’s services in the cooperation with external stakeholders including, the European Court of Auditors, the Internal Audit Service of the European Commission, at the appropriate level in the overall field of Budget and Finance;  Interact, engage and foster effective relationships with external stakeholders of various relevant services of the European Commission such as financial services of DG HOME or other DGs, including DG Budget, while demonstrating a strong and clear understanding of Frontex’s strategic objectives;  Oversee the application of sound financial management to ensure the legality and regularity of the financial transactions in accordance with the applicable legislative and regulatory framework;  Act as an agent to actively promote change and innovation in Frontex to support the Agency’s strategic objectives and rapid growth;  Ensure the functionality of relevant internal control systems, conduct ex-ante controls and elaborate the methodology, process, and guidance documents; and  Ensure clear and transparent communication to staff related to Budget and Financial services as well as building strong internal relationship with stakeholders in the business.
