Background Information - PLG

The Partnerships and Liaison Group (PLG) supports UNOPS efforts to build closer ties with partners across the full spectrum of UNOPS activities. By forging strategic relationships and working with partners, both in the field and at headquarters, PLG seeks to not only ensure high partners satisfaction with UNOPS project implementation and support, but also to integrate best practices and innovative solutions from experienced non-governmental organizations (NGOs) and the private sector into UNOPS operations. The PLG also supports or leads resource mobilization efforts across the organisation. Based in Copenhagen, PLG has active liaison offices in New York, Geneva, Brussels and Washington DC and supports partners such as the World Bank, the European Union, the Department of Peacekeeping Operations, the United Nations Mine Action Service, the United Nations Environment Programme, the Global Fund, the Millennium Challenge Corporation, national governments, and others.

Functional Responsibilities

1. Partnership Development with EU and European member states’ Partners (France and Germany)

  • Analyze partner intelligence on the evolving EU, German and French policy and programming context 

  • Support in developing the partnership with German Donor Organisations further, including the Ministry for Development Cooperation BMZ, KfW, GIZ and Ministry of Foreign Affairs; 

  • Support in developing the partnership with French Donor Organisations, including MoFA and AFD specifically

  • Contribute to partnership discussion with other UN agencies with a view to leverage EU funding jointly 

  • Participate in meetings, consultations and workshops with the EU as requested by the head of office 

  • Based on his/her good knowledge of the EP system, analyze the new EP and its MEPs, attend the UN EP working group and organizing meetings with relevant MEPs

  • Support the Comms advisor in organizing speaking opportunities for UNOPS in all EU institutions

  • Prepare ad-hoc updates on EU/German/French programming updates relevant to UNOPS operations


2. Operations and Compliance Support

  • On behalf of head of office and when need be, and based on his/her previous knowledge of Financial and Administrative Framework Agreement (FAFA), attend FAFA discussions and ensure correct implementation of new contracting modalities in support to field offices 

  • Review technical proposal submission (narrative and financial) for quality control and assurance and compliance with internal and partner policy;

  • Under the supervision of the head of office, provide guidance and support for verification and RER processes carried out by European Commision (EC) and liaise with relevant HQ units if needed;

  • Contribute to the development of best practices, templates and guidance materials;

  • Support Comms advisor in establishing best practice library

Education/Experience/Language requirements

Education 
  • A Master degree in Development Studies, Political Sciences, Public Administration, Communication, European law, economics or a related field is required;

  • A Bachelor degree with 2 additional years of relevant experience may be accepted in lieu of advanced degree


Work Experience 
  • Min. 2 years relevant working experience at national or international development , with a focus on EU;

  • Previous experience in Brussels in work specifically related to EU Institutions strongly desired;

  • Good knowledge of UN system and operations is an asset;

  • Knowledge of Financial and Administrative Framework Agreement (FAFA) and European Commission (EC) contractual agreement is preferable;

  • Knowledge of German and/or French development partners and Ministries is an asset.


3Language Requirements
  • Fluency in English is required.

  • Knowledge of French is an asset
