Organizational Setting

The Regional Office for Africa is responsible for leading FAO´s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO´s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Africa and, in collaboration with offices and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RAF also advises on the incorporation of regional priorities into the Organization´s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RAF develops and maintains relations with region-wide institutions, including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

The Regional HR Specialist will support the work of the Regional HR Unit to support the delivery of HR services, programmes and advice to country or sub-regional offices across Africa.

Reporting Lines

Under the technical guidance of the Human Resources Division, the HR Specialist will report to the Assistant FAOR Administration, the International Administrative Officer or the Regional Human Resources Officer, depending on the duty station of the assignment. He or she will receive guidance from the Head of the Decentralized Office of assignment, the Shared Services Centre and the Human Resources Division of FAO, as relevant.

Technical Focus

The delivery of HR processes and services, particularly in the areas of recruitment, performance management and learning and development. The design, development and implementation of HR project for process or service improvement.

Tasks and responsibilities

  • Contribute to analysing HR requirements, information, data, statistics, trends, problems, and/or issues to support service delivery, new HR initiatives, and assists in the preparation of plans, strategies, reports, policies and/or other products;
  • Provide assistance to the Regional HR Unit to respond to clients on specific cases, staff requirements, policy interpretation issues, labour relations issues and/or best practices, etc.;
  • Assist in the selection, recruitment and appointment of all categories of employees in Africa and provide support to selection panels;
  • Support in the delivering of HR programmes, products and services including related policies, systems and tools to facilitate the effective recruitment, management, development and retirement of the FAO workforce;
  • Act as Focal point for Internships- Volunteers- Fellows (IVF) Programme in decentralized office locations; liaise with the RAF HR Unit and the IVF programme coordinators in Headquarters;
  • Support capacity development and training activities in Africa to deliver efficient and effective HR processes and services; this will include drafting tailored training and information materials and administering training by remote and in person;
  • Work on various HR related reporting for planning and monitoring purposes;
  • Perform other functions as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in in human resources, law, social sciences, business administration, international relations or related field.
  • A minimum of one year (level C) or 5 years (level B) of relevant working experience in human resources management in an organization with an international reach.
  • Working knowledge of English (for PSA) and limited knowledge of French or Spanish (for consultants).

Technical/Functional Skills

  • Extent and relevance of experience in international recruitment
  • Extent and relevance of experience in using human resources information management systems
  • Familiarity with the application of human resources policies in the UN system would be an asset
  • Demonstrated written communications skills to draft different types of outputs tailored to different audiences
  • Working knowledge of French, Spanish or Portuguese would be considered an asset.
