Senior Portfolio Management OfficerOrganizational Setting and Work Relationships
The incumbent of the position will work within the organization-wide Project Management Office (PMO), headed by a P5 Head of PMO. Internally the incumbent of the position will interact with project owners, business relations colleagues at the Division of Information Systems and Telecommunication, business analysis and regulatory framework specialists at the Transformation and Change Service and the secretary to the Transformation Governance Board. Such interactions will focus on the analysis and prioritization of proposals for new projects and initiatives proposed at the Headquarters.
In performing her/his functions the incumbent will reach out to subject-matter experts and stakeholders of projects/initiatives to seek advice and feedback on proposals.
The role of the function is mostly analytical, focusing on substantive research related to new proposals and projects and supportive to the work of the PMO in relation to the PMLC ¿ Project Management Lifecycle.
Externally the incumbent will interact with service providers and vendors as required for analytical work related to PMO functions. The incumbent may supervise internal and external experts as deem necessary.

Duties
- Coordinate the management of UNHCR¿s programme and project portfolio with effective administration, planning and prioritization, communication, and tracking and measurement of results.
- Prioritize within the organizational portfolio of transformation projects.
- Coordinate the assessment of transformation projects and programmes, with due consideration to the organization¿s risk exposure and tolerance.
- Manage relationship between the PMO and other stakeholders with the goal of ensuring project benefits are realized according to the agreed upon business cases.
- Work closely with business relationship specialists in DIST and TCS to develop project concepts, business cases and ensures programmes/projects with sound business cases are presented for consideration to the TGB.
- Liaise with the secretary of the Transformation Governance Board (TGB) to enable effective decision making and delivering business value for project investments and ensure compliance with terms of reference of the TGB.
- Ensure UNHCR implements programmes and projects in adherence with its Project Management Life Cycle (PMLC) and update the PMLC as required to maintain alignment with current industry standards
- Propose improvements in the project management and governance model.
- Respond to and complete audit recommendations and actions as needed.
- Facilitate information flow between TCS, DIST and project owners as well as with appropriate external stakeholders.
- Perform other related duties as required.
Minimum Qualifications
Education & Professional Work Experience

For P4/NOD - 9 years relevant experience with Undergraduate degree; or 8 years relevant experience with Graduate degree; or 7 years relevant experience with Doctorate degree

Relevant Job Experience
Essential
Minimum of 9 years of relevant and progressively responsible experience in project or portfolio management framework design and implementation at organizational level. Demonstrated ability to set high standards as well as ability to consistently meet or exceed those standards. Proven ability to work across teams and to adapt to different work methodologies. Incumbent should be a client-oriented professional with the ability to anticipate client needs and have the ability to create lasting change in dynamic work environments.
A high level of skill in design, planning and project implementation as well as demonstrated tolerance to frequently changing and highly charged situations. Demonstrated qualities of integrity, tact, diplomacy, and good management and communication skills. Ability to manage for results: translate strategic aims into achievable plans.
Desirable
At least 2 years of experience in a public or not for profit organization in an international context.
