ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

Through the Country Strategic Plan 2019-23 (CSP), WFP Cambodia is contributing to achieving Zero Hunger through a combination of direct implementation and systems capacity strengthening at national sub-national level. Through the CSP, WFP promotes access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities, whilst strengthening standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP supports national and subnational disaster and climate change risk management and to the national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships. WFP also responds to the acute food security and early recovery needs of vulnerable women, men, girls and boys impacted by recurrent disasters.

The CSP aims to contribute to six Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). These are:

Strategic Outcome 1: Vulnerable communities in Cambodia have access to nutritious, safe, diverse, convenient, affordable and preferred foods by 2025.

Strategic Outcome 2: Poor and vulnerable communities in Cambodia are more resilient to shocks and stresses in the food system by 2023.

Strategic Outcome 3: National and subnational institutions have strengthened capacities to mitigate risks and lead coordinated shock preparedness and response efforts by 2025.

Strategic Outcome 4: National and subnational institutions in Cambodia have strengthened capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food security and nutrition targets by 2030.

Strategic Outcome 5: Development and humanitarian partners in Cambodia have access to common supply chain services throughout the year.

Strategic Outcome 6: Vulnerable people affected by crisis in Cambodia have access to nutrition-sensitive food assistance during and after the crisis

BACKGROUND AND PURPOSE OF ASSIGNMENT

WFP is seeking to recruit a dynamic and experienced National Programme Policy Officer-  Home Grown School Feeding to play a key role in ensuring its HGSF programme is effective, efficient and inclusive. This position will be based in WFP’s Country Office (CO) as part of WFP’s school feeding team - whilst working across units including programme, monitoring and evaluation, nutrition, reporting and communication – as well as engaging regularly with WFP’s government and NGO partners.

Reporting Line:                This position reports to the Programme Policy Officer – School Feeding Operations working closely across teams including field operations, monitoring and evaluation, logistics, communications and partnerships.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Play a coordination role in the implementation of the WFP’s programme to support local procurement processes as part of the home grown school feeding programme – including technical, programmatic and partnership components.
  • Contribute to project cycle management for key WFP projects including activity and financial management, monitoring and evaluation, and ensuring programme efficiency, assurance and effectiveness.
  • Ensure accurate, timely recording of data require for the project e.g. monitor and track the progress of project activities implemented by partners including review, feedback and process of its request, expenditure and clearance, as well as other cross functional activities etc.
  • Contribute to the development of  value chain analyses for selected chains related to the key commodities procured under school feeding, including finding ways to add value to the process both in terms of income for farmers and nutrition outcomes for children their family, as well as examine opportunities for enhanced access to market information.
  • Provide technical and programmatic oversight and support to the development and testing of models of procurement to contribute to the development of  a sustainable national home grown school feeding programme in Cambodia.
  • Coordinate with partners, internal and external, to develop and roll-out a self-learning tools for Food Safety and Hygiene practices for food handling from farm to school gate in connection to the existing tools and guidelines for food safety in schools.

  • Coordinate with partners and across WFP teams to document feedback, best practices and lesson learned in the design, adjustment and implementation (challenges/solutions) of Home grown school feeding in Cambodia.
  • Contribute to building evidence through studies, research and assessments to inform WFP and national home grown school feeding programmes; including supplier assessments, value chain analysis,  fortification, market analysis, nutrition, food price data collection and analysis etc.
  • Work with partners to strengthen cross-sectoral engagement in school feeding processes  - including engaging across ministries and UN/NGO partners to support food system interventions linked to nutrition in schools.
  • Support the development of project concept notes and/or proposals to pursue new funding opportunities including support to food supplier/ small holder farmers sustainable livelihoods.
  • Ensure adequate reflection and integration of relevant gender considerations in all reporting and knowledge management activities.
  • Other tasks as required.

Education:                 Advanced University degree in International Affairs, Economics, Nutrition/Health, Education, Agriculture, Social Sciences or another field relevant to international development assistance.

Language:                    Fluency (level C) in English language and Khmer.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • A minimum of 5 years of relevant experience with increasing level of responsibility.
  • Demonstrated knowledge and experience of project management, including design, planning, implementation, monitoring and reporting processes and procedures gained through technical training and/or work experiences.
  • A solid understanding of development processes and implementing programmes related to food security, agriculture, nutrition, education and/or social protection.
  • Demonstrated experience in writing reports, proposals and other related documents for internal and external audiences.
  • Experience in training and coaching teams.
  • Experience with monitoring and evaluation and learning systems, tools and processes.
  • Has provided input into policy discussions and decisions.
  • Experience utilizing computers, including Microsoft Office package (e.g. Word, Excel) and other standard software packages and systems.
