Program background:

IRC is a non- governmental organization operating in Ethiopia to provide services to refugees, victims of drought and war-affected population. For local health program, IRC has been engaged in different Health interventions mainly on immunization, disease surveillance MNCH, emergency response and community engagement which benefit communities.

Scope/job purpose

The Senior Health Officer is responsible to coordinate Health activities for the projects of ECHO HIP that IRC agreed up on to conduct, budget Monitoring, sector reporting and for cordial and constructive coordination with the other actors in the sector, especially with health facility staffs, woreda Health office, Regional Health Bureau (RHB) and other partners in the region.

Responsibilities:

Technical

·In collaboration with senior health officer the team leader, will handle local Health programs (Emergency Health and Nutrition). I.e. Monitoring and mentor of emergency health project, implementation of BCC strategy, supervising workshops & trainings. Support officers on community engagements activities.

·Make sure that emergency Health program adheres to protocols, policies & guidelines, and donor requirements.

·Provide technical assistance for staffs under supervision (health officers and to have quality project implementation.

·Draft monthly, quarterly and final reports of ECHO HIP Emergency Health programs for review and submission to Addis TU by the health Managers.

·Analyze monthly and quarterly report submitted by officers for data quality and presentation of data for use, and she/he will be responsible to submit quality report to the senior health officer.

Program Management

·Follow all IRCs standard grant Management tools as recommended by the Addis based health unit and M & E unit

·Ensure that all activities are implemented according to the work plan and that targets are met.

Budget Monitoring

·She/he is responsible to Supervise and appropriately spend the project budget.

·She/he is responsible for developing spending plan and procurement plans alongside activity plan for all active grants of local health with officers and supervise budget spending.

·She/he is responsible for Monthly procurement and budget tracking follow ups.

Monitoring & Evaluation

·Coordinate data collection and management by IRC staff and Maintenance of HMIS data.

·Prepare and submit monthly activity progress reports.

·Supervise and evaluate activities of Health within local communities for operations.

·Develop donor reports in collaboration with Senior Health Officer.

·Responsible to supervise monthly indicators report.

·Participate in project evaluation

·Assure data quality and data audit.

Human Resource Management

·Supervise health officers in target woredas.

·Apply staff performance evaluation on time and standard quality manner and contribute for staff development plan.

Key Working Relationships

Internal

Work with Senior Health Officer, Health Manager, FC, Health Officers and others as deemed vital.

External

Work with Regional health Bureau, ZHD, woreda Health Offices and Health facilities
