UNICEF BiH intends to conduct a Gender Analysis to identify the COVID-19 pandemic’s effects on gender equality among the intended programme beneficiaries and within the programme interventions. The Gender Analysis should build upon the USAID/BiH 2019 Gender Analysis. Findings will be incorporated into all relevant programming aspects to ensure that the support to this programme will promote and comply with USAID’s Gender Equality and Female Empowerment Policy. The objectives of the consultancy are: 1. To identify key gender issues relevant to the programme interventions, highlighting constraints, inequalities, barriers and areas for improving gender-responsive programming. 2. To generate - based on the analysis - a set of key recommendations at programmatic level that could be addressed through the programme.

Purpose of Activity/Assignment:
UNICEF is implementing a USAID-funded two-year programme on ‘Strengthening Social and Health Protection in Response to the COVID-19 Pandemic in Bosnia and Herzegovina’ (April 2021 - April 2023). The overall objective is to strengthen education, health and social protection systems in selected locations to adequately respond to COVID-19 and enhance overall recovery and resilience, with a focus on children, youth and families.
As part of the programme implementation, UNICEF BiH intends to conduct a Gender Analysis to identify the COVID-19 pandemic’s effects on gender equality among the intended programme beneficiaries and within the programme interventions. The Gender Analysis should build upon the USAID/BiH 2019 Gender Analysis. Findings will be incorporated into all relevant programming aspects to ensure that the support to this programme will promote and comply with USAID’s Gender Equality and Female Empowerment Policy.
The objectives of the consultancy are:

Scope of Work:
UNICEF’s work on gender equality and the empowerment of girls and women is grounded in the Convention on the Rights of the Child, the Convention on the Elimination of All Forms of Discrimination against Women, and the Convention on the Rights of Persons with Disabilities, and is anchored in the landmark Beijing Declaration and Platform for Action. Advancing gender equality and the rights of women and girls is essential to realizing the rights of all children. Children’s rights and well-being often depend on women’s rights and well-being, and childhood investments in gender equality contribute to lifelong positive outcomes for children and their communities.
In Bosnia and Herzegovina, UNICEF advances gender equality programme priorities in line with the UNICEF Strategic Plan and Gender Action Plan to advance solutions on promoting gender equality and women’s and girls’ empowerment.
 
UNICEF BiH is implementing the USAID-funded programme to strengthen education, health and social protection systems in BiH to adequately respond to COVID-19 and enhance overall recovery and resilience, with a focus on children, youth, and families. This includes two components:
COMPONENT 1: REIMAGINING EDUCATION
Action Area 1: Improve access to learning
Action Area 2: Make education systems in BiH inclusive, engaging and adaptive
Analysis questions:
• What are the differences in experience with e-learning and blended learning obtained by male and female students and teachers during the COVID-19 pandemic? (data to be gathered through UNICEF’s U-Report platform and other UNICEF’s resources)
• What are the key constraints and barriers for accessing quality and inclusive e-learning and blended learning for girls and boys in selected locations?
• What are the opportunities for further enhancing access to quality and inclusive e-learning and blended learning for girls and boys to ensure sustainability?
COMPONENT 2: REIMAGINING RECOVERY – WITH A FOCUS ON HEALTH AND SOCIAL PROTECTION
Action Area 1: Strengthen health systems to support COVID-19 vaccination
Action area 2: Strengthen social protection to support economic recovery
Action Area 3: More family-friendly policies and practices, and expanded access to emergency childcare/respite care for vulnerable families
Analysis questions:
• How do the challenges in reconciling work and childcare responsibilities that the COVID-19 pandemic imposed on working parents differ between working men and women?
• What are the potential gender-related challenges/issues in enhancing economic recovery through revitalized social protection?
• What are potential gender biases in beliefs and behavior when deciding about respecting COVID-19 preventive measures and getting vaccinated against COVID-19 among parents, teachers, health workers and youth?
Methodology and Approach
The proposed methodology will be based on a mixed-methods approach and include the following components:
• Desk review of available documents, including the programme description, COVID-19 programme strategies, assessments and other documents relevant for the assignment.
• Interviews, consultations and online focus groups with key stakeholders and expected beneficiaries in order to gather views on gender equality issues during the COVID-19 pandemic
(UNICEF to provide contacts, UNICEF’s U-report platform and other UNICEF resources to be used to reach beneficiaries).
• Analysis of findings from the desk review as well as interviews and consultations and developing recommendations on how to further strengthen gender equality and the empowerment of women and girls in programming;
• Preparing a report, including a clear data analysis and a set of specific recommendations (report in English, max 30 pages excluding any annexes).
 
Duration of consultancy is 30 working days in the period mid May to mid July 2021.
All deliverables should be prepared in English.
The consultant is expected to work from home. Travel is not envisaged as part of this assignment considering the COVID-19 epidemiological situation. Interviews and consultations with key stakeholders will be conducted online.

To qualify as an advocate for every child you will have:

  • Advanced university degree in gender studies, international development, social policy, social science, or a related field.
  • Experience in research and data analysis on gender and development
  • Experience in designing, implementing, managing, and delivering results-based programmes/ projects on gender,
  • Sound knowledge of international gender mainstreaming approaches and frameworks in education, health and social protection, as well as gender analysis,
  • Experience working with/in Emergency country context,
  • Previous work experience with UNICEF and/or USAID will be considered as an asset
  • Fluency in English and B/H/S languages is required
  • Capacity to research, evaluate and synthesize information.
  • Ability to present data in an interesting, engaging and effective way.
  • Ability to work under pressure and meet tight deadlines.
  • Facilitation skills especially using online platforms.
  • Excellent writing skills.
  • Strong interpersonal and communications skills – ability to convey information, produce clear, substantive reports, identify policy recommendations.
  • Proven ability to work and collaborate in a team and maintain excellent collegial and respectful working relations
