Overview of position

 

 UNFPA Libya is actively involved in the humanitarian response in Libya as well as some development programs, supporting provision of women and girls’ health and protection services, including reproductive health and psychosocial support as well as Gender-based violence prevention and response. To support the program implementation in Libya and to strengthen the logistics, administrative and technical capacity of the growing programme, UNFPA Libya CO will be hiring an SRH Programme Assistant in Tripoli Libya. 

Under the overall guidance of the project and direct supervision of the SRH program team, the SRH Assistant provides logistics, administrative, programme support, maintaining full confidentiality in all aspects of assignment; maintenance of protocol procedures, information flow and follow up on deadlines and commitments made. 
 

 

 The SRH programme assistant applies established systems and procedures and assists in creation of substantive knowledge by compiling, synthesizing and analysing information relevant to Sexual and Reproductive Health. Also, supports in the programme/ project implementation 

Role objectives

     

     

    Supports the monitoring of financial performance for core and non-core resources by timely providing necessary financial information and analysis, including implementation rate against indicators/ results. Detects potential over/ under expenditure problems and proposes remedial action for the projects; 

    • Provides tools and mechanisms for effective and efficient monitoring of projects budgets, coordinate completion of financial data and provide accurate and up-dated financial information when required; Conduct field visits to project sites, IPs or any stakeholder offices when requested. 

    • Assists in the distribution plan of emergency services and goods in cooperation with the SRH programme staff, carry physical inventory spot-checks with Implementing Partners managing UNFPA goods and commodities. 

    • Verifies the requests for advance of funds from the Implementing Partners for their compliance with the approved Annual Work Plans (AWPs) and budgets, verify itemized cost estimates of the Implementing Partners and their eligibility as per approved AWPs and budgets, 

    • Verifies financial reports (FACE) submitted by the Implementing Partners for their accuracy and compliance with the approved AWPs and budgets; negotiate all necessary corrective steps with the IPs.

    • Ensures financial reconciliation in close collaboration with UNFPA Operations and participate in related meetings. Maintains an effective financial recording and reporting system, internal control and audit follow-up, and processes financial transactions in an accurate and timely way 

    • provides support on all administrative matters concerning the Reproductive Health Unit including travel plans, travel authorization, monitoring of budgets, hiring of consultants, projects assets liaising with appropriate focal persons in the Courtly Office and Implementing Partners (IPs) 

    • Logs and routes incoming and outgoing documents to the office staff for action; reviews and ensures conformity to guidelines and procedures of all outgoing correspondence submitted to Programme officer. 

    • Drafts logistics related correspondence, documents and reports ensuring that spelling, punctuation and format are correct; drafts and finalizes responses to routine matters; (in English or Arabic as relevant). 

    • Maintains an office filing system and assists in archiving, and maintains up-to-date electronic mailing lists. 

    • organise meetings venues, takes minutes and/or notes, as required, prepares informal translations and may act as interpreter, as required and answers and screens calls with tact and discretion; 

    • Performs any other duties, as may be required. 

    Work Relations: 

    Internal partners include the Libya programme teams, other staff in the Country Office. The Assistant also works in close collaboration with the programme team and operations team to resolve procedural and administrative issues. 

    External partners include project implementation partners, NGOs, local authorities and other agencies including MOH, UNHCR, OCHA, UNICEF, WHO, WFP and IOM.

    Key competencies Qualifications
    Education: University Degree in Business Administration, finance, economics and/ or management or ACCA
    Experience: Minimum 2 years’ experience in relevant experience Language: Fluency in written and spoken English and Arabic
    Computer Skills: Proficiency in current office software applications (Especially XL Sheet) and corporate IT financial system (most preferably in ATLAS system)
    Skills and Competencies
    • Medical background is strongly desired.
    • Experience in health programmes.
    • Familiarity with UN procedures and working methods is an asset.
    • Working experience with an International organization is an asset.
