Entering its seventh year of conflict, Yemen remains the world’s largest humanitarian crisis with around 80% of its 31 million population in need of humanitarian assistance, including 5 million on the brink of famine and over 4 million internally displaced persons fleeing the ongoing armed conflict. In light of the dire humanitarian situation, the Famine Relief Fund (FRF) is planning to allocate a substantial amount of grants in support of urgent humanitarian action in Yemen with the aim to avert the risk of widespread famine. The project aims at supporting the establishment and operations of a Humanitarian Advisory Team for Yemen Famine Relief Fund. The Humanitarian Advisory Team will provide dedicated, independent, expert humanitarian advice, informing the swift allocation of funds by the Famine Relief Fund, in line with humanitarian principles of independence, neutrality and impartiality – in support of the wider humanitarian effort in Yemen.

  • Objective 1: Provide the FRF with the data, information and analysis on humanitarian needs in Yemen.

  • Objective 2: Advise the FRF on allocation and implementation modalities to most effectively achieve maximum humanitarian impact and save lives.

  • Objective 3: Liaise with partners and the humanitarian architecture for the Yemen crisis to ensure complementarity of proposed activities under the FRF.

  • Objective 4: Monitor impact of FRF allocations to advise on effectiveness and to inform future strategies/allocations by the Fund, should they become available.

The project will contribute towards accomplishing the strategic objective 2 of the Yemen Humanitarian Response Plan (June - 2020 December) to “help millions of destitute Yemenis overcome hunger by providing food and nutrition assistance, increasing household incomes and advocating for measures that bring economic stability” and to the specific food security and agriculture cluster objective 1 -Increase access to food for highly vulnerable families across the country.

Moreover, in line with the Agenda 2030, the project aims at contributing towards the achievement of Sustainable Development Goal (SDG) 2 - No Hunger : End hunger, achieve food security and improved nutrition and promote sustainable agriculture.

The Senior Programme Advisor is responsible for providing strategic advice to the overall programme and reports to the Programme Director.

The Senior Program Advisor  is expected to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Programme Analysis and Monitoring 
  • Conducts research, analysis and information gathering from diverse sources on assigned topics/issues;

  • Provides high-level strategic  advice on program monitoring and implementation including sustainability dimensions i.e. social and gender inclusion, environmental and economic aspects 

  • Maintains awareness of current humanitarian situation and related issues, to include relevant political, policy, gender considerations or other developments.

  • Oversee the Programme implementation plans in collaboration with the partners, including setting objectives, performance measurements, standards and results expected to ensure timely and client-oriented services.

  • Supervise the timely and cost-effective implementation of the Programme according to UNOPS goals and partner expectations in accordance with UNOPS standards of ethics, integrity and accountability framework and financial sustainability.


Programme Delivery and Performance

  • Oversee the Programme implementation plans in collaboration with the team and partners, including setting objectives, performance measurement, standards and results expected to ensure timely and client-oriented services.

  • Supervise the timely and cost-effective implementation of the Programme according to FRF goals and partner expectations, approved budget and full cost recovery.

  • Provide strategic advice on the inclusion of sustainability considerations including social and gender aspects as well as   environmental and economic aspects into the project life cycle.


Stakeholder Engagement 
  • Lead the development of stakeholder profiles and facilitate the formulation of stakeholder engagement strategies and frameworks;

  • Establish a solid working relationship with implementing partners, UN entities, humanitarian partners, NGOs and other key stakeholders through relevant  forums.

  • Consult and collaborate with internal and external colleagues and partners to ensure linkages, consistency, and harmonization of approaches and compliance with guidelines, framework and standards of accountability, integrity and performance.

  • Organize  program review meetings;

  • Coordinate internal programme/project communications;

  • Support the monitoring of programme and communication effectiveness.

  • Promote teamwork, collaboration and diversity by providing the programme team with clear direction, objectives and guidance to enable them to perform their duties responsibly, effectively and efficiently.

  • Lead the planning, implementation and organization of strategic capacity building of personnel, beneficiaries and stakeholders within the Programme.

  • Manage communications and ensure stakeholders are aware of all activities, progress, exceptions.

  • Overseen information flows between key stakeholders.

  • Advice on issues that may impact the achievement of the programme outcomes and how to mitigate those risks.

  • Consult and collaborate with the internal and external colleagues and partners to ensure linkages, consistency, and harmonization of approaches and compliance with guidelines, framework and standards of accountability, integrity and performance.


Quality Assurance

  • Lead on the quality reviews of programme/project documents and deliverables;

  • Provide quality control for management products (project documents, reports, etc.);

  • Identify potential risks including gender-related risks and issues specific to delivery forecasts, and advises mitigating measures to the Director;

  • Timely reporting of issues and progress to the Program Director. 


Knowledge Management and Innovation
  • Keep abreast of and disseminate latest/best practices, approaches and technology to enhance the programme delivery and results.

  • Institutionalise and share best practices and lessons learned for corporate development planning and knowledge building.

  • Conducts regular conflict analysis and stakeholder mapping to mitigate risks and facilitate successful implementation.


Education/Experience/Language requirements


Education
  • Advanced university degree (Master’s degree or equivalent) is required. Preferably in international relations/studies, social sciences, economics, public administration, law, management/administration or related area.

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience
  • A minimum of Ten (10) years relevant experience is required in Programme Development or Management, in either public or private sector organizations

  • Program management experience in the MENA region or another post-conflict context  is desired 

  • Experience within the UN Common System or other comparable international organisations is desired.

Language

  • Fluency in English is required. Knowledge of another UN official language is an advantage.
