BACKGROUNG
Civil Registration and Vital Statistics in Tajikistan and in the world in general is a primary source of obtaining legal identity by registering birth events which is in turn ensure protection of rights, specifically children in case of timely birth registration. UNDP in Tajikistan within project “Civil Registration System Reform in Tajikistan” supported introducing information system for civil registration in all Civil Registration (CR) Offices in cities and districts of the country. Capacity building were done in 2018 and 2019 covering 300 and 360 CR staff subsequently. Due to COVID-19 pandemic conducting standard classroom-based training was not possible in 2020. For sustainability, transfer of knowledge and products and as a response to pandemic UNDP is planning to support MoJ with introducing distance or electronic learning which may replace or complement standard training. The work include design, development and introducing learning management system (LMS) based on Moodle platform and electronic courses.

With a plan to introduce distance (electronic) learning for Civil Registration System by UNDP, UNICEF joining effort to support with development of training modules on “Civil Registration of Birth and Child Rights”. It is expected to engage a national expert who will work with other stakeholders – a company on development of learning management system and electronic courses, expert group consisting of Ministry of Justice, Department of Civil Registration under MoJ, Institute of Advanced Legal Education under MoJ and practitioners from Civil Registration Offices - all acting as subject matter experts. The module “Civil Registration of Birth and Child Rights” will have a focus on child rights and will be crosscutting with other modules on civil registration courses. The current module will be integral part of course “Providing timely and qualitative civil registration services using digital technologies (laws, processes, procedures, and rules for each type of CR services including information system CROIS2)”.

PURPOSE:

To analyze legislation, literature, and available materials on civil registration, specifically related to child rights – birth, death, adoption, establishment of paternity and develop curriculum and learning materials for course/module “Civil Registration of Birth and Child Rights” for introducing e-learning in Civil Registration System of Tajikistan.

DESCRIPTION OF THE ASSIGNMENT:

There are three main tasks of this assignment:

Task 1. Research and analysis:

  • Review legislation and regulatory documents on civil registration specifically related to child rights – birth, death, adoption, establishment of paternity.
  • Review guidance, training materials and other knowledge products on civil registration.
  • Collect and analyze at least 10 real cases on civil registration dealing with child rights.
  • Conduct short user experience or human-centered design thinking research (qualitative research) with selected civil registration offices/staff to identify their views and needs on learning module on civil registration and child rights.

Task 2. Design and development:

  • Develop a curriculum and training plan/programme
  • Develop structure of learning materials including learning outcome, required workload, content, assignment etc.
  • Develop at least 10 case studies based on Task 11 which will be part of individual and/or group assignments.
  • Develop learning materials on Civil Registration in a form of Word, pdf, PowerPoint presentation.
  • Modules to be developed in Tajik language.

Task 3. Implementation and support:

  • Collaborate with a company on development of LMS and electronic courses and working group under MoJ and contribute on design and development of electronic courses.
  • Conduct testing of modules in LMS jointly with CR staff for provision of feedback.
  • Submit a final narrative report including all developed materials, source documents etc.

The final report should be provided in electronic format in preferably in Russian or Tajik language, or in English optionally. The structure of the report can be discussed separately.

Note: Due to COIVD-19, the work and deliverables are subject to change. Consultant need to be flexible to adjust to any unforeseen adjustments that might occur during the implementation

Performance indicators for the evaluation of results:

The evaluation of the results will be based on:

1. Technical and professional competence (quality of the products delivered to UNICEF);

2. Scope of work (e.g. No. of meetings with the stakeholders);

3. Quality of work (quality of methodology, draft, and final report);

4. Quantity of work (completing the tasks indicated in the table above within the set timeframe)

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.

Estimated duration of contract and remuneration: Assignment will be for the duration of 30 working days starting from 01 June 2021 ending by 15 July 2021.

Insurances: UNICEF does not provide or arrange life or health insurance coverage for consultants and individual contractors, and consultants and individual contractors are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants and individual contractors are responsible for assuming all costs related to required inoculations, vaccinations and medical examinations.  
Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. The responsibility of UNICEF is limited solely to the payment of compensation for service-incurred death, injury or illness as per the provisions detailed below.

Recourse: UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

Ethical considerations: Adequate measures should be taken to ensure that the process responds to quality and ethical requirements. The contracted consultant should be sensitive to beliefs, manners, and customs and act with integrity and honesty in their relationships with all stakeholders. It should also protect the anonymity and confidentiality of individual information.

Mandatory trainings: Consultants and individual contractors, regardless of contract duration, must complete the applicable mandatory trainings. The link will be provided during the selection process for the successful candidates.

QUALIFICATION REQUIREMENTS:

  • Advanced university degree (master's or equivalent) in economics, public administration, law, social sciences, pedagogy, or other related fields.
  • At least 5 years of professional experience in developing training materials, providing training and capacity building activities.
  • Solid knowledge of the development context of Tajikistan, including the Civil Registration and Child Rights; experience in conducting a legislative review and preparing regulatory documents; strong knowledge of data collection and data processing methods and techniques, experience in conducting quantitative and qualitative research.
  • Strong analytical and conceptual thinking, proven experience in preparing reports, policy briefs, instructions, guidelines, manuals, or other relevant materials at the national level for both governments and international organizations; excellent writing skills, excellent communication and presentation skills, excellent facilitation skills, and ability to work under pressure and commitment to work to tight timeframe
  • Fluent knowledge of Tajik and Russian languages. Knowledge of English language is an advantage.

Travel costs and DSA will be covered in accordance with UN rules and regulations. No other remunerations apply. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible cost.

Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

EVALUATION PROCESS AND METHODS:

Individual consultants/contractors will be evaluated based on a cumulative analysis methodology. The award of the Contract shall be made to the individual contractor whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a weighted set of technical and financial criteria.

During the selection, the ratio between the technical evaluation and commercial offer is 70 to 30.
