General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • First-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable management, organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

First-level university degree in a relevant field

Mission Specific Requirements

  • Knowledge of the local language or most common lingua franca spoken in the mission area
  • Knowledge of the regional political situation and legal system of the mission area

Tasks and Responsibilities

The Democratization Programme focuses its work on core elements of democratic society, which includes strengthening good governance standards at national and local levels, strengthening the civil society sector and is active on the issue of youth and gender equality including greater representation of women.

The Programme includes component on promotion and protection of environmental security. Under the general direction of the Head of Mission (HoM) and the direct supervision of the Deputy Head of Mission, the Programme Manager performs the following tasks:

  1. Managing the Democratization Programme, including annual strategic planning and budgeting, programming and evaluation and administration, as well as leading and overseeing the work of the Democratization Programme staff;
  2. Liaising with governmental, non-governmental and international organizations active in sectors relevant to the Democratization Programme to gather information and ensuring appropriate field level co-operation;
  3. Maintaining appropriate liaison with other departments ensuring that internal communication and information exchange are facilitated;
  4. Providing timely and accurate advice to the HoM, DHoM/Programme Co-ordinator and relevant Mission Members on all aspects relevant to the implementation and future planning of the Programme;
  5. Providing expertise and information on the planning and project presentation issues to help maximize funding and support from the international community;
  6. Preparing speeches, policy papers and briefing materials;
  7. Participating in meetings of intergovernmental and non-governmental organizations active in the field of promoting democracy, as well as seminars, colloquia and workshops as required;
  8. Carrying out public speaking engagements when required;
  9. Supervising 5 national staff;
  10. Performing other duties as required.
