Background

The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.

This project will have three components:

  1. Institutionalizing Public Service Innovation and Improving Accountability
  2. Catalyzing Digital Financial Services and Fintech Innovations
  3. Incubating Private Sector-enabled Public Service Innovation

Aspire to Innovate (a2i) Programme is planning to recruit a National Consultant - Technology Expert myGOV who will support the initiatives for developing, maintaining and implementing myGOV Platform.

Objectives:

The overall objective of the assignment will be the following:

  • Provide guidance for smooth operation of myGov.
  • Partnership management with industry and government stakeholders and evaluation for performance
  • Identify potential features of myGov and develop sustainable operation monitoring mechanism for myGov.
  • Provide assistance to ensure necessary capacity development training/workshops for the implementation of myGov.
  • Provide expertise to ensure end-user support during and after the implementation of myGov.
  • Provide extended support on capacity building of stakeholders including local industry, government stakeholders
  • Plan for connectivity with internal building blocks

Duties and Responsibilities

The assignment will focus on the following areas and activities:

1. Providing advice to ensuring strategic direction of services focusing on achievement of the following results:

  • Provide expert advice to the team on all issues related to services, including identifying new services, initiating negotiations with service providers, formulating draft agreement, monitoring performance of services;
  • Facilitate the development of a strategy that will enhance services among the organizations in as well as helping with the simplification and harmonization of operational procedures/ activities. Ensure ad hoc reviews are conducted to identify new areas of opportunities where interventions could be further developed;
  • Identifying/analyzing the various possible services, including security, and service building maintenance, ICT and IT-support.
  • Monitor progress of eService arrangements and identify constraints and delays to bring to the attentions of the team, identify new areas of opportunities where Service interventions could further be developed. Develop new and improved Services, ensure timely development of Common Services annual work plans and budgets, as required.

2. Ensures proper common services organization and management focusing on achievement of the following results:

  • Oversee and coordinate the preparation and implementation of an annual work program to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources;
  • Undertake general administrative functions related to common services project. Initiate and conduct studies to improve reporting system and cost-effective utilization of service integration;
  • Conduct cost benefit analysis of the various possible common services and develop a priority implementation plan;
  • Establish and maintain a set of sound policies, procedures, standards and tools which are consistent with stakeholders in order to ensure proper management and reporting of the services.

3. Ensures facilitation of knowledge building and knowledge sharing in focusing on development of common services:

  • Ensure that implementation barriers or problems are fed back to the appropriate stakeholders, extract lessons learned, and advocate for all organizations to be provided with equal support.
  • Document the development of services as well as lessons learnt so that these can be shared with other pilots.
  • Monitor and disseminate Common Services best practice.

Supervision and Performance Evaluation:

National Consultant - Technology Expert myGOV be working with the Chief Technology Officer, Aspire to Innovate (a2i) Programme; who will be responsible for reviewing the performance and approve the deliverables.

Timeframe and deadlines:

The assignment will be for 220 working days for over 11 months.

Reporting authority:

The activities of National Consultant - Technology Expert myGOV will be regularly monitored by the Chief Technology Officer of Aspire to Innovate (a2i) Programme.

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel to a higher class, he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs, including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Required Skills and Experience

Academic Qualifications:

  • Minimum of Bachelor’s degree in CS/CSE/ICT or any relevant discipline.

Experiance:

  • At least total 5 years’ experience of working in design, development and implementation of web-based applications and portals in multiple development platforms (i.e. ASP.Net, PHP, etc.) with different databases including Oracle/MSSQL/MySQL/NoSQL DB etc.
  • Experience in architecting, designing, developing and managing large scale Enterprise Software Solutions with Hands on experience as Service process reengineering and automation with In-depth knowledge of Mobile App architecture and web services.
  • Experience in ICT support on government/donor funded program.

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual Consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight: 70%

  • Financial Criteria weight: 30%

Only candidates obtaining a minimum of 70% point in technical criteria would be considered for the Financial Evaluation.

Technical Evaluation Criteria

  • Education Qualification (10 Marks)
  • Working knowledge in design, development and implementation of web-based applications and portals in multiple development platforms (i.e. ASP.Net, PHP, etc.) with different databases including Oracle/MSSQL/MySQL/NoSQL DB etc.  (20 Marks)
  • Minimum 1 work Experience in ICT development & support on government or donor funded program (15 Marks)
  • Minimum 1 work Experience in architecture development, designing, developing and managing large scale Enterprise Software Solutions on National level e-governance solution (10 Marks)
  • Experience in ICT Related Document Preparation and Presentation on Policy Maker Level and Partnership Management in a Complex environment (15 Marks)

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
