ORGANIZATIONAL CONTEXT

The province of Cabo Delgado has been experiencing a significant increase in the number and severity of attacks during the last months of 2020, forcing thousands of families to flee their villages in search for safer areas in the southern districts of the province and in the provincial capital of Pemba. Considering the increase in the number of IDPs coming from the highly affected northern and central districts of Cabo Delgado, WFP has been adjusting its plans to ensure that IDPs receive adequate food assistance. The Government strategy is to reallocate many of the IDPs to resettlement centres (RCs), where not just the food assistance will be required, but also the provision of agricultural tools and equipment for IDPs to resume their lives and rebuild their livelihoods.

The highly precarious conditions of IDPs in the existing resettlement, and new ones being call for immediate and timely multi-sectorial humanitarian interventions, including immediate and reliable food and livelihood assistance. It is in this context that WFP and its cooperating partners will be implementing low-risk, low-cost interventions that requires low technology, and the use of simple, well-defined and light work norms, to create or rehabilitate agricultural activities in the resettlement centres.

JOB PURPOSE

To provide technical feedback and contribute to the efficient delivery and quality of the assets developed by cooperating partners in resettlement centers and other areas where IDPs assistance is conditional.

The job holder will operate under the direct supervision of the Head of Programme in Pemba. He/she will be involved in day–to-day monitoring of livelihood activities and technical supervision. Subject to the guidance, he/she will provide advice on assets issues, applying the established norms, standards regulations and providing expertise in making determinations and recommendations across a range of assets creation activities.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in agriculture, rural development, veterinarian studies, development studies, environmental science, or related degree. Additional education background and/or experience in food security and livelihoods would be an asset.

Experience: More than 5 years of postgraduate progressively responsible professional experience in livelihood programming, ideally at managerial position, overlooking and counseling agricultural and livestock activities, assets construction activities.
Language: Fluency in Portuguese and English (level C).
Working knowledge of Makuhwa, Makonde or Mwani would be an asset.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the implementation of WFP Food for Assets (FFA) activities, following the standards, norms and practices of the Standard Operations Procedures, and ensuring compliance with wider WFP policies, procedures, guidelines and operations.
2. Participate in the Community Consultations in the resettlement centres to ensure assets selected are fitting with the context and needs.
3. Support the creation of community livelihood development committees.
4. Participate in technical or design review, exchange of knowledge and experience, to facilitate implementation of the assets, contributing towards the analysis of project plans to enable effective decision making on project technical feasibility.
5. Provide project management and technical services (generating asset management plans including NFI requirements), applying best practises to the FFA activities.
6. Provide technical guidance that support the implementation of the livelihood activities.
7. Conduct environmental and social screenings of all FFA activities following the WFP policy.
8. Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
9. Support the capacity building of WFP and partners staff to facilitate the continued development and high performance of the FFA programme.
10. Establish and maintain partnerships with partners and government focal persons, gathering technical/environmental guidance to inform FFA implementation.
11. Contribute to Field Level Agreements monitoring, especially asset completion, making use of technical guidance/work norms

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has worked effectively under supervision on a large number of varied livelihood projects, mainly focused on agriculture and livelihoods, taken responsibility for work elements which have been assigned.
• The job holder should demonstrate more than 5 years of postgraduate progressively responsible professional experience in livelihood programming, ideally at managerial position, overlooking and counseling agricultural and livestock activities, assets construction activities.
• Extensive experience in project counseling and supervision. Experience in evaluation and impact assessments, and ideally in the production of programmatic guidance manuals.
• Good level of familiarity with the purpose and modalities of FFA in general, and more specifically within the WFP context.
• Demonstrated experience and high acceptability in working with government, working groups and NGOs.
• Experience in emergency settings or complex environment.

•Programme Lifecycle & Food Assistance: Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools.
•Broad Knowledge of Specialized areas (i.e. Livelihoods): Demonstrates the ability to interpret basic data in the context of WFP specialized fields to contribute to technical programme design, implementation and monitoring.
•Knowledge of Food System: Ability to analyze how food systems influence the vulnerable groups and identify how and where food systems may contribute to specific food gaps, applying this knowledge to the Assets activities.
•Applying Programme & Policy Standards: Leverages livelihoods knowledge to provide technical advice to design and implement FFA activities following international and WFP agency standards and guidance.
