BACKGROUND

A major programmatic shift proposed in the next UNICEF Strategic Plan (2022 – 2025) is to address the full ambition of the SDGs for sanitation. With this shift, UNICEF sanitation programme will aim to accelerate global progress on safely managed sanitation services, while maintaining the gains already made on ending open defecation.  UNICEF has set an ambitious target of supporting governments to reach 1 billion people with safe sanitation by 2025 under the new Sanitation Gameplan 2.0.

The strategic shift in sanitation programming will require addressing the challenges and impediments to achieving the ambition of SDG 6.2. Some of the identified challenges in planning and promoting safely managed sanitation that require immediate attention are lack of an effective monitoring and reporting framework and inadequate capacity for designing and implementing large scale sanitation programmes.

This consultancy is being planned to provide support for the shift, specifically to scale up existing initiatives on monitoring and data systems, seen to be a primary entry point for supporting countries to adopt safely managed sanitation. They will also be supporting capacity building of UNICEF staff and country programmes to work on safe sanitation in both urban and rural contexts. It will support the projected scale up of programming, synthesis of learning and require working in closely with the WHO/UNICEF JMP Safely Managed On-site Sanitation (SMOSS) project team on methods and tools for national and global monitoring of safely managed sanitation. The consultancy will also support capacity building initiatives on urban sanitation as part of the ongoing citywide inclusive sanitation (CWIS) project in priority regions and countries.

The purpose of this consultancy is to provide technical support in strengthening systems and capacity for implementing and monitoring safely managed sanitation services to achieve the overall objectives of the new shift in UNICEF sanitation programming and the new Sanitation Gameplan 2.0.

Terms of Reference / Deliverables

Under the supervision of the Senior WASH Adviser (Sanitation and Hygiene) the consultant will support the following:

  1. Data and Evidence for Safely Managed Sanitation (50%)

In close collaboration with WHO/UNICEF JMP SMOSS project team and Sanitation and Hygiene team:

  • Develop a technical brief on monitoring and reporting of safely managed sanitation to support countries in understanding the concept of safe sanitation, defining it locally, and setting appropriate standards and targets in different contexts.
  • Support scaling up of emerging SMOSS protocols and tools globally through organizing sessions and webinars and facilitating discussions on the utilization of the tools among UNICEF countries.
  • Support the roll out of emerging SMOSS findings in high-level regional and global events to create awareness among stakeholders for incorporation in national sanitation monitoring and reporting systems.
  • Develop a template for safely managed sanitation monitoring framework for adoption by UNICEF country offices and pilot the utilization of the template in Bangladesh and Ethiopia.
  • Support country offices with technical support and guidance.
  • Work with WHO colleagues to support rollout and leveraging WHO training and capacity.
  1. Sanitation capacity development (20%)
  • In close collaboration with UNICEF ROs, to conduct an online capacity assessment and analysis of UNICEF sanitation programming in Eastern and South Africa (ESAR) and South Asia regions with special focus on urban capacity gaps and countries within the CWIS project.
  • Based on the findings of the capacity assessment, develop a sanitation capacity building plan with initial focus on ESAR & ROSA – with eventual global scaleup.
  • Support UNICEF ESARO, ROSA, and HQ to roll out sanitation capacity building initiatives.
  1. Program and partnership support (30%)
  • Work closely with the Senior WASH Advisor to support the development and launch of Gameplan 2.0.
  • Support partnership development activities associated with the launch.
  • Support the safely managed sanitation agenda, through webinar and meeting support and any other support required.

 

Qualifications

  • Advanced university degree in one of the disciplines relevant to the following areas:  Public Health, Behavioral and other Social sciences; Engineering, Statistics, or another field relevant to WASH.
  • A minimum of 8 years of professional experience in WASH programming, including country level experience. 
  • Experience working on WASH capacity analysis and development and solid understanding of safely managed sanitation.
  • Solid knowledge of tools and methods for capacity assessment and data/statistical analysis -
  • Demonstrated experience in the design and implementation of urban sanitation projects
  • Proven skills in analysis, synthesis, and ability to communicate complex issues clearly and succinctly both orally and in writing.
  • Strong communication skills (written and oral) in English are required.
  • Excellent interpersonal skills and demonstrated experience working in a multicultural environment.
  • Passion and demonstrated commitment to UNICEF’s mission and core values
  • Background/familiarity with UNICEF’s WASH programme will be an asset.

Requirements:

  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference. 
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
