Maritime Border Adviser till EUBAM Libyen

Introduction

The Swedish Civil Contingencies Agency (MSB) is aiming to nominate a Maritime border adviser to EUBAM Libya. Dutystation Tripoli. Please note that if you are selected in this process you will be nominated to EUBAM by MSB and it is the mission that decides who will be offered the position.The deployment is for a period of 12 months with the possibility of extension.

Myndigheten för samhällsskydd och beredskap (MSB) avser att nominera en kustbevakare till EUBAM Libyen med stationeringsort Tripoli. Notera att om du går vidare i denna process kommer du att nomineras till EUBAM och det är missionen som avgör vilken kandidat som blir erbjuden tjänsten. Anställningstiden är 12 månader med möjlighet till eventuell förlängning.

Duties

Main Tasks and Responsibilities:
• To assist the Strategic IBM Adviser on the implementation of Libyan institutional reforms on Border Security and Management process led by the Libyan authorities, including related capacity building aspects,
• To be interlocutor and support the capacity building of the Ministry of Interior (General Administration for Costal Security) Ministry of Defence (Libyan Coast Guard and Port Security & Port Authority) and Ministry of Transport in the field of CSSR through mentoring, monitoring and advising;
• To liaise with EU as well as international efforts of EUNAVFORMED IRINI, FRONTEX, EASO, EUROPOL, UNSMIL, INTERPOL as well as with EU Member States and other bilateral efforts on Libya’s maritime capacity building;
• To operationalise the Mission mandate and tasks as set out in the planning documents and the Mission Implementation Plan (MIP) by advising and mentoring local counterpart(s) on maritime strategies.
• To support the Mission's efforts in addressing areas of structural weaknesses in the performance and accountability of respective counterparts/institutions and to propose solutions for strengthening same;
• To provide analysis and recommendations to the local counterpart in the area of responsibility;
• To progressively be embedded within the national/local institution, security permitting;
• To ensure timely reporting on activities within the field of responsibility as per planning documents, in particular progress and/or lack of progress;
• To collect and collate statistics about the workload/performance of local counterparts;
• To maintain necessary contacts and build relationships with relevant local counterparts;
• To ensure compliance with instruction/direction from Mission management;
• To liaise closely with other Senior Advisers and Advisers as appropriate;

General Tasks and Responsibilities:
• To support and assist the development policies on maritime strategies and operational concepts in line with national and international legislation;
• To ensure that human rights and gender perspectives are integrated and into relevant Mission’s tasks and activities, policy and plans according with international human rights, in consultation with and supported by the Mission’s Human Rights & Gender Advisers.
• To act as a project leader in coordination with the Project Cell.
• To identify best practice and lessons learned within the field of responsibility;
• To design and deliver training, as appropriate.
• •To undertake any other related task as requested by the Line Manager(s).


Qualifications

Experience
• Extensive knowledge of relevant international maritime law and to develop strategies and operational concepts
• Knowledge about international migration policies;
• Ability to demonstrate political and diplomatic acumen;
• Ability to engage with senior officials, to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Extensive experience in maritime border surveillance;
Knowledge and experience in institutional reforms is an advantage;

Desirable Qualifications and Experience:
• Experience in leading and coordinating multi-thematic and multi-layered efforts, including anti-corruption, to inform the development of civilian security sector visions and strategies, development of related plans and monitoring their implementation, related outreach and change management, at national and/or international level;
• Experience in management of strategic analyses as well as a sound understanding of strategic and operational considerations for the design of national security sector related reforms.


Education
Successful completion of university studies of at least 3 years attested by a diploma OR a qualification in the National Qualifications Framework which is equivalent to level 6 in the European Qualifications Framework OR a qualification of the first cycle under the framework of qualifications of the European Higher Education Area, e.g. Bachelor's Degree, OR equivalent and attested police or/and military education or training or an award of an equivalent rank; AND
A minimum of 5 years of relevant professional experience, after having fulfilled the education requirements.
Languages
The working language is English. Knowledge of Arabic is an advantage.

It is necessary that you are able to take initiative to solve tasks and problems, both in a practical and analytical level. You need to have great flexibility and be ability to work in crises or in difficult conditions where focus and work pace often change due to changed priorities.
