Facility Management Trainer

Introduction


MSB is looking for a Facility Management Trainer to work with our Office and Accommodations project in Central African Republic. The mission is for up to 6 months starting as soon as possible. Applications are evaluated as we go in order to facilitate the hiring process as quickly as possible.

The Facility Management Trainer will support MSB’s receiving organisations in the proper management and running of office and accommodation facilities.
The Facility Management Trainer (FMT) will be a part of the MSB coordination team based in Bangui, but with frequently visits to all field location relevant for the project. The FMT will be responsible for planning and development of documentation and training involved in the proper management and running of office and accommodation facilities. The work is the final part of the handover of facilities from MSB to our partner organisations.
The FMT is overall responsible to ensure that our partner organisations have recieved all relevant documentation, training, tools and information for proper management and running of the office and accommodation facilities when MSB completes the final handover to our partners.

MSB söker en Facility Management Trainer för att arbeta med vårt Boende och Kontors projekt i Central Afirkanska Republiken. Insatsen är 6-8 månader med start så snart som möjligt. Ansökningar kommer att behandlas löpande för att påskynda anställningsprocessen så mycket som möjligt.

Facility Management Trainer (FMT) personen kommer att stötta MSB:s samarbetspartners i hur man bäst tar hand om och driver verksamheten med kontor och boenden som MSB har byggt.
FMT kommer vara en del av MSB:s team baserat i Bangui men med frekventa resor till alla fältstationer som är relevanta för projektet. FMT kommer att vara ansvarig för att planera och sätta ihop dokumentation och utbildning i hur man bäst sköter och driver verksamhetens kontor och boenden. Detta arbete är den sista biten i överlämningen av camperna från MSB till våra samarbetspartners.
FMT är ansvarig för att se till att våra samarbetspartners får all relevant dokumentation, utbildning, verktyg och information för att på ett korrekt sätt kunna förvalta och driva kontor och boende faciliteterna när MSB slutligen överlämnar faciliteterna.

Duties

General Administration and Service Provision:
-Develop and produce content for the Facility Handbook.
-Establish and ensure that compound administrative procedures and standards are available and adhered to.
-Assist our partners in hiring and training of guards, cooks, drivers and casual labourers as neede to ensure the proper service delivery.
-Establish the implementation of the on-line booking system for accommodations.

Reporting:
-Report on progress and planning of activities to relevant managers in each partner organisation, MSB coordination in Bangui and MSB's Project Management in Sweden.
-Assist relevant staff at our parner organisation in planning of timely reporting regarding:
-Office/ accommodation invoices
-Payments and regular reconcilliation of accounts
-Occupancy and status of facility accounts.
-Facility related expenditure (premises, assets, travel, etc.)
-Estimate new requirements and prepare budget plans for maintenance work.
-Maintenance records of all facility management related income and expenditures.

Contract Management
Assist relevant staff at our partner organisation on the following:
-Negotiated contracts with vendours and service providers to ensure cost-effective and timely and high quality services.
-Supervise and ensure that ordinary and extraordinary maintenance is implemented in a timely fasion.
-Monitor and evaluation of contracted work ensuring that Contractor's performance is in accordnace with prescribed requirements and deliverables.
-Use of key performance indicators and management techniques to monitor and demonstrate achievement of agreed service levels and to lead improvement initiatives.

Customer Service:
Assist relevant staff at our partner organisations on the following:
-Ensure there is a proper feedback mechanism and take swift actions on complaints and recommend improvements.
-Maintain record of all incidents and note all corrective actions taken.
-Participate in Guesthouse committee meetings (when in place).

Maintenance:
Assist relevant staff at our partner organisations on the following:
-Ensure the establishment and maintenance of the compound infrastructure (Office and Accommodations Facilities, Water Distribution Systems, Kitchen and Storage Areas, Sanitation Facilities, Power Supply and Distribution, etc.)
-Conduct inspections on a regular basis to ensure quality standards are met, proper supplies and services are available, and furniture and equipment are in good working condition.
-Oversee the maintenance of equipment and coordinate with relevant Units in the Country Offices.
-Provide inpust for the maintenance and upgrade plans to the Administration Officer/Person in charge of Administration.
-Work closely with the IT focal point as it concerns maitenance schedules of the generators and lighting.
-Ensure regular supply, treatment and maintenance of water and sanitation related equipment, ensure septic tank is regularly emptied.
-Perform regular checks (emergency food in bunkers, fire extinguishers, first aid kits, ETB's etc.)
Ensure proper waste disposal options.

Security
Assist relevant staff at our partner organisations on the following:
-Ensure that visitors are informed of the compound safety and security arrangements.
-In coordination with Security Officers or UNDSS, regularly review the security situation of the compound, evacuation plans and other security related issues.
-Establish and manage a compound incident and accident reporting system.

Qualifications

Experience
Experience from Logistics, Security, and Administration from deep field duty stations.
Three years or more experience from working with Administration.
Experience in Hotell Management is an asset.
Pedagogy is an asset.
Education
Completion of secondary school.
Post-secondary certificate in Business/Public Administration or other related fields is desirable.
Relevant experience can be used in lieu of post-secondary education.
Languages
Excellent knowledge (both spoken and written) of French and English (Proficiency level C) is desireable. It is necessary to be fluent in at least one of the two languages.
Basic knowledge of another UN language would be an asset.
Swedish is an asset.

Profile

Facility Management Trainer
This profile is used in the final stages of our Office and Accommodations service package missions. This is to ensure a smooth hand-over of the camp at the finish of our construction to our standby partners. This is also to ensure that the camp is used in an efficient and sustainable manner so that it will last as long as possible to benefit the end users

Contractual conditions

Working with the MSB on international operations means that you are temporarily employed by the MSB. MSB pays a salary as well as a comprehensive allowances and benefits package to field staff on international operations. In addition, participating on induction training and relevant specialist training courses are remunerated from the MSB (unless it is an on-line course and it is specified that it is not remunerated). If you are selected for this mission, an evaluation will be made after the project implementation. The evaluation may result in an offer to be registered in the MSB roster, which means broader opportunities to receive mission requests as well as participation in various trainings and exercises. The registration in the MSB roster is valid for 3 years. After this period there is an opportunity for extension should you have passed a new evaluation process. All the personnel taking part in MSB's missions as well as the individuals registered in the roster are obliged to attend the MSB Induction Course and other mandatory profile specific trainings.
