Organizational Setting
The Fisheries Division (NFI) is responsible for the economic, social, institutional, governance and policy aspects of FAO’s activities related to fisheries and aquaculture and their development, with particular emphasis on human well-being, food security and poverty reduction; post-harvest utilization, marketing and trade with due regard to the protection of the environment, food security and the well-being of fishing communities; collection, compilation, validation, trend analysis and dissemination of the best available and up-to-date fishery statistics and for the syndication of the FAO information on all aspects of world fisheries and aquaculture. The Division is also responsible for FAO’s activities related to the management and conservation of the living aquatic resources used by fisheries and aquaculture, including the biodiversity and ecosystem maintenance, with particular emphasis on most vulnerable and threatened species and habitats; management of responsible fisheries and aquaculture in accordance with modern management standards and best practices; development of fisheries technology, with due regard to the protection of the environment, food security and the well-being of fishing communities, including the safety of fishers and fishing vessels.

The post is located in the Fisheries Global and Regional Processes Team (NFIFP).
Reporting Lines
The Programme Officer reports to Leader – Fisheries Global and Regional Processes Team (NFIFP).
Technical Focus
Support the implementation of NFIFP's portfolio of programmes and projects related to the implementation of the Agreement on Port State Measures (PSMA) and complementary international instruments and tools to combat illegal, unreported and unregulated (IUU) fishing. In this regard, the Programme Officer will assist in formulating, managing and implementing assigned programmes, projects, activities and initiatives, including those related to capacity building, knowledge management and dissemination.

Comprehensive technical and policy expertise to support the planning, development and implementation of division/office programmes, projects, products and services in accordance with divisional objectives and FAO’s Strategic Objectives.
Key Functions
• Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action;
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change;
• Researches, analyses and presents information gathered from diverse sources;
• Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies;
• Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions;
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications;
• Provides substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations;
• Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities;
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget).
Specific Functions
• Contributes to the development and implementation of NFIFP's portfolio of programmes and projects related to combatting IUU fishing, including: i) the preparation of project documents; ii) the preparation and monitoring of budgets and the delivery of results; iii) liaising with concerned countries, donors, international financial institutions, and other intergovernmental and non-governmental organizations on matters regarding NFIFP's portfolio of programmes and projects related to combatting IUU fishing, and; (iv) liaising with concerned FAO offices/centres/divisions, providing for a smooth implementation of NFIFP's related programme of work and compliance with FAO policies and procedures;
• Leads the management and content development support of a new web portal providing information on relevant capacity development material and products, as well as details on, and links to, among others, relevant projects and programmes of developing countries, concerned donors, international financial institutions, and other intergovernmental and non-governmental organizations;
• Assesses eligible entities requests for assistance on technical and operational aspects related to NFIFP's portfolio of programmes and projects related to combatting IUU fishing;
• Contributes to the development and implementation of capacity development activities, such as training programmes, meetings and workshops to support concerned States in improving capacity for the effective implementation of port State Measures and complementary monitoring, control and surveillance operations, measures and tools to combat IUU fishing;
• Facilitates synergic coordination and cooperation with other international instruments and tools to combat IUU fishing, in particular the Global Record and the Voluntary Guidelines for Catch Documentation Schemes;
• Represents FAO in relevant meetings and conferences, and facilitates liaison and coordination with information providers and other stakeholders.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in business administration or public administration, social science, political science or a related field;
• Seven years of relevant experience in project or programme management, administration or related area;
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in designing, coordinating and implementing development programmes and projects;
• Extent and relevance of experience in programme/project formulation, analysis and planning in relation to the adoption and implementation of international fisheries instruments and tools of relevance to combatting IUU fishing is considered an asset;
• Extent and relevance of experience in coordinating and liaising with international organizations, non-governmental organizations, national authorities and stakeholders;
• Extent of knowledge of FAO's project cycle and related policies and procedures is an asset;
• Ability to organize and coordinate meetings and training activities;
• Ability to mobilize resources.
