ABOUT THE JOB

The Civil Engineer is responsible to ensure high quality technical assessment of damaged shelters, prepare BoQs for shelter repair, and lead technical coaching and monitoring for repair works. The Emergency Officer – Civil Engineer is the technical supervisor or two site engineers and reports directly to the Emergency Team Leader

Responsibilities:

  • Ensure high-quality and high-impact shelter repair works as part of wider emergency programming in selected communities
  • Develop all technical documents related to shelter repair, including but not limited to BoQs and workplan
  • Lead market survey in intervention areas to inform BoQs
  • Lead technical assessment of shelters, responsible for data quality and verification of all technical data and appropriate storage and management of databases
  • Lead technical coaching of project participants (beneficiaries) and technical monitoring of works conducted, providing ad-hoc coaching as needed to labourers.
  • Provide timely updates on status of shelter repair works to Emergency Team Leader, Emergency Coordinator, and Emergency Specialist
  • Support with procurement process for vouchers
  • Monitor progress of technical activities, including project quality
  • Provide financial and program information and draft reports for internal and donor reporting
  • Prepare project progress reports on weekly and monthly basis

Any other task assigned by line manager or supervisor.

ABOUT YOU

To be successful in this role you must have:

 

Experience and technical competencies: 

  • 5 Years project management experience of infrastructure projects, preferably in (I)NGO or UN.
  • Proven experience in technical assessments, development of technical reports and drawings.
  • Proven experience in environmental assessments
  • Extensive community level experience, in mobilization and engagements
  • Excellent report writing skills
  • Excellent communication skills
  • Excellent computer using skills, preferably including MS Project
  • Excellent Auto Cad using skills
  • Interested qualified female candidates with a minimum of 4 years of relevant working experience will be considered for the next stage of the recruitment process

Education:

  • University degree in economics, finance, or other degree deemed similar

Languages:

  • Dari/ Pashto
  • English, speaking and writing (work knowledge).
