Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

ILO and UN Women developed a multi-country programme promoting productive and decent employment opportunities and treatment for women in Egypt, Jordan and Palestine, funded by SIDA. The programme aims to address the structural causes of inequalities that women face in these countries and hinder women from enjoying equal opportunities for decent work. While these countries have some similarities in terms of legislative frameworks, social and cultural structures, their different patterns of development and economic growth inform their differing progress and gaps related to gender equality. Hence, while this programme seeks to tackle common issues it does so taking into consideration country specificities.

The three countries have been selected based on the ongoing work of both agencies, government commitments towards gender equality, and civil society engagement. Strategies will include promoting equitable labour market related laws and policies; engaging public, private and community actors with attention to involving men; and reducing the unequal burden of unpaid care work. The programme will work at three levels, macro, meso and micro, reflected in the designed outcomes:

•    Outcome one:  Gender responsive labour laws and related policies in place and effective
•    Outcome two:  A gender responsive private sector that attracts, retains and promotes women is supported 
•    Outcome three: Gender stereotypes about women and men’s responsibilities concerning unpaid care and household work are challenged

In 2021, the Swiss-funded project ULO/UNW Joint Programme on “Promoting Decent Employment for Women through Inclusive Growth Policies and Investments in Care Economy,” with focus on the care economy, came to complement the work conducted under Outcome 3 of the Joint Programme (JP).

The incumbent will mainly ensure the day-to-day operational and technical management of the JP in Egypt and will perform its duties under the supervision and overall guidance of of ILO Country Office Director in Cairo, Egypt; He/she will dedicate part of his/her time to the management of the JP “Promoting Decent Employment for Women through Inclusive Growth Policies and Investments in Care Economy,” under the same supervision.

2. Reporting lines:

The National Project Officer will report directly and be under the overall guidance of the DWT/CO –Cairo Director.

Description of Duties

The National Project Officer for the two JPs will perform the following duties: 

1.    Ensure liaison with JPs national and regional stakeholders for the successful implementation of the JPs work plan and results framework for Egypt; 
2.    Contribute to the elaboration of the project implementation plan in accordance with the rules and procedures of the ILO, and in collaboration with UN Women Country Office in Cairo and ILO Geneva; 
4.    Support the implementation of activities and monitor progress against the project work plan; this includes organizing technical meetings, training workshops, field missions and facilitating sub-contracts with implementing partners; 
5.    Monitor the implementation of project by contractors, consultants and project partners and ensure best use of project resources and adherence to financial rules and regulations;
6.    Verify and analyze progress reports, final reports and other data; 
7.    Contribute to the project progress reports, final reports and other substantive and financial reports as required ensuring clarity, consistency and completeness of the information produced; prepare substantive briefs and reports on topics related to the project, consolidating available data and information; 
8.    Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.
9.    Support ILO’s mandate and duties beyond the confines of the JPs, including by liaising and coordinating effectively with other ILO projects; 
10.    Perform other duties as may be assigned by the direct supervisor. 
 

Required qualifications

Education

First level University degree in economics, development studies gender studies, political science, business administration or related fields.

Experience

Two years’ experience in project management in the socio-economic domain; particular experience on issues related to gender and employment.

Languages

Excellent knowledge of English and good working knowledge of Arabic (both oral and written).

  1. Knowledge of programme and budget, project administration and evaluation concepts and procedures
  2.  Knowledge of the office’s financial rules and regulations
  3. Good knowledge of the context and challenges for the project areas of expertise
  4. Strong analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills
  5. Good ability to interpret project information and to identify and analyze problems with implementation
  6.  Ability to communicate effectively both orally and in writing. Ability to clarify information
  7. Demonstrate collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative
  8. Ability to work independently, quickly, precisely, and take initiative and responsibility
  9. Ability to work under pressure and to meet the deadline
  10. Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications
  11. Ability to deal with people with tact and diplomacy.
  12. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
