Background

Drug abuse and drug use disorders (DUDs) constitute a public health, developmental and security problem both in industrialized and industrializing countries worldwide. Nowadays, scientific evidences have indicated DUD are multifactorial brain disease and associated with health problems, poverty, violence, criminal behavior, and social exclusion.

With the trafficking of Afghan opiates through Central Asia, the countries on the route face considerable drug abuse and its health consequences, and corresponding challenges in preventing drug use and treatment of drug dependence and care among their population. In order to assist member states in Central Asia to implement evidence-based prevention and drug dependence treatment programmes, UNODC Regional Office for Central Asia is implementing global project GLOJ71: Treating drug dependence and its healh consequences: TreatNet II. The project is one of the flagship projects of UNODC in the area of drug dependence treatment, which is to improve the coordinated response of public institutions and NGOs to children/adolescents at risk globally, with the aim of preventing drug use, treating drug dependence and facilitating the re-entry and integration of children and families into society.  The project aims at promoting and supporting science- and human rights-based treatment policies, strategies, and interventions to reduce negative health and social consequences caused by DUDs, and directly supports the achievement of SDG Target 3.5, Target 5.2, and Target 16.1

Duties and Responsibilities

Under the overall supervision of the Senior Programme Officer (SPO), the incumbent will support the implementation of projects’ activities. In particular, he/she will be required to:

  • Provide support in activities related to the management, implementation and monitoring of the segments of drug demand reduction programmes in the region in line with UNODC guidelines and standards
  • Draft work plans, monitoring reports (quarterly, bi-annual and annual), background documents, mid-term evaluations and the final evaluation;
  • Monitor all indicators regarding project’s cycle and implementation of the project’s work plan and financial status;
  • Organize and conduct regional and national training seminars and workshops on drug demand reduction issues, programme implementation, monitoring and evaluation, etc;
  • Coordinate, in collaboration with the SPO and national stakeholders the implementation of the project’s activities in the region;
  • In accordance with the UN rules, procedures and standards, maintain the operational, financial and administrative records for project monitoring and reporting purposes
  • Prepare draft reports, official correspondence, programme documentation and periodic progress reports;
  • Prepare activities reports, letters, NVs, ToRs for recruitment and contracting of consultants and subcontractors, costed annual workplans, as well as detailed plans for training courses, seminars, workshops, meetings and for provision of equipment in the region;
  • Facilitate regular communication with national counterparts and project partners to build common understanding and coordination on project activities;
  • Monitor and control the projects budget for the regional segment, and assist in preparation of  budget revisions as required;
  • Maintain a regular data base of project related information for different reporting purposes and liaise with national partners in updating information;
  • Liaise with the administrative, finance and other units in ROCA for project related work and activities;
  • Prepare sub-contracts, procurement matters and services in coordination with the ROCA procurement section;
  • Validate the supply and hand-over of equipment and monitor the project’s expenditures;
  • Review project components, develop project resource profiles and timelines;
  • Provide written translation (English-Russian and vice versa) of reports, official correspondence, other related project documentation;
  • Maintain filing and record keeping of all relevant documents of the project;
  • Provide support to SPO in implementation of the Sub-Programme 3 “Drug prevention, treatment and reintegration and HIV prevention” of the UNODC Programme for Central Asia by assisting in the preparation of relevant documentation, and analyze and contribute to written outputs collate papers and reports prepared by UNODC (consultants, or project parties in the field of drug demand reduction, including background materials, documentation on training courses and meetings, data for evaluation, briefing notes, working papers, resource mobilization papers, etc.);
  • Perform other related duties as required in the scope of current position.

Within his/her competency support and assist, as required, all other UNODC national and regional projects in their part related to UNODC ROCA

Required Skills and Experience

Education:

Bachelor’s degree in economics, management, social science, education, business administration or related areas.

Experience:

At least three years of relevant programme/project management experience related to activities in the field of public health, drug demand reduction, psychology or related area of work. Working experience with UN or other international organizations will be an asset.

Language Requirements:

Fluency in English, Russian with excellent drafting skills. Knowledge of Uzbek language is an advantage

Computer skills:

Excellent drafting skills for routine correspondence and proficiency in Excel, Word, PowerPoint.

Others:

Knowledge of various administrative procedures of the United Nations system would be desirable.
