I. Nature of the Consultancy: 

Context:

In collaboration with the Center for Diseases Control Mozambique (CDC) and Friends in Global Health (FGH, a subsidiary of Vanderbilt University Medical Center -VUMC), IOM is conducting an exploratory study entitled ‘Mapping health and mobility patterns to enhance responsiveness of HIV/TB services to mobile and migrant populations along the Maputo and Beira migration corridors in Mozambique’ to provide strategic information for health policy and programmatic decision-making towards improving HIV and TB services provision and utilization for Mozambique’s mobile and migrant populations (MMP).

This exploratory study aims to gather baseline information on two major migration corridors within Mozambique (Beira and Maputo corridors) specifically describing mobile and migrant populations’ mobility dynamics, sources of migration health data, and access to health care services.

 The study aims to contribute to improve services’ responsiveness to the specific needs of these groups and support improved utilization of and retention in HIV and TB treatment and care. It could provide a baseline to identify the needs for further research, to analyze key determinants of health system responsiveness and improve programming.

A rapid mapping of relevant published literature on the linkages between mobility and HIV/TB risks was conducted in 2020 by team members from the U.S. Centers for Disease Control and Prevention (CDC) and International Organization for Migration (IOM); this exercise focused on identifying key research questions explored to date and main information gaps.

 A more comprehensive literature review is needed to situate the study and its findings in the wider knowledge landscape regarding responsiveness of HIV/TB services to MMP, and contribute recommendations for improved programming.

Objective:

Under the direct supervision of the Programme Officer (Migration Health), and the overall supervision of the Migration Health Department (MHD) Program Manager in Mozambique, the successful candidate will conduct a desk review of the literature available on the HIV/TB needs of mobile and migrant populations and access to related prevention and care services in the southern Africa region, with a focus on Mozambique.

III. Tasks to be performed under this contract :

Working closely with the principal and co-investigators of the project, the consultant will:

  • Refine the scope and specific questions of the literature review

  • Develop a time-bound workplan for the assignment

  • Develop the literature search methodology and analysis plan

  • Conduct the literature search and data mapping; data should include: peer-reviewed and grey literatures, and existing data sets

  • Conduct analysis based on existing data in relation to key questions of the review

  • Write a report, which should capture the range of insights and debates that emerged, including best practices

  • Provide regular updates (every 2 weeks) on progress to ensure articulation with the exploratory study investigators

  • Review findings from the exploratory study and produce a short consolidated report integrating findings from the study and from the literature review to provide recommendations to address the challenges,

The below preliminary set of research questions will serve as a basis for the consultant and research team to further refine and frame the focus of the literature review:

  1. What are the specific needs of MMP in relation to HIV/TB and other related health care services? Particularly in relation to HIV testing, enrolment into treatment, retention, and lost-to-follow up re-linking to care;

  2. What are the barriers faced by MMP in accessing and utilizing HIV and other health care services? How do these barriers compare to /differ from barriers faced by the general population?

  3. What frameworks have been used/tested to assess health system responsiveness to HIV/TB prevention and care needs of MMP?

  4. What interventions have been tested to address system responsiveness to MMP’ needs? What lessons, good practices and recommendations have been drawn?

  5. What approaches have been tested/implemented towards reducing barriers of MMP to HIV/TB and related healthcare services? What lessons, good practices and recommendations have been drawn?

  6. In what ways can MMP be empowered and engaged to reduce the barriers to access and utilization of available service

 

IV. Tangible and Measurable Output of the work assignment:

  • Workplan

  • Draft scope and methodology for the literature review

  • Final methodology including questions, search strategy, and analysis plan

  • Draft report for feedback

  • Final Report integrating feedback

  • Short consolidated report with recommendations

 

V. Delivery dates and details as to how the work must be delivered:

  • Draft scope and methodology for the literature review - 5 days after contract start

  • Workplan – 7 days after contract start

  • Final methodology including questions, search strategy, and analysis plan - 10 days after contract start

  • Draft report for feedback – July 30th

  • Final Report integrating feedback – August 15th

  • Short consolidated report with recommendations – September 15th

 

VI. Performance indicators for evaluation of final output:

  • Satisfactory completion of the tasks indicated in point III;

  • Timely delivery of outputs specified above

  • Quality of outputs delivered

 

VII. Remuneration and terms of payment:

The Consultant will receive an all-inclusive fee which shall be paid to the bank account indicated by the Consultant in two instalment as follow :

  • 1st payment (50% of the total consultancy fee) shall be paid upon delivery of the draft repot for feedback

  • Final payment (50% of the total consultancy fee) shall be paid upon delivery of the short consolidated report and completion of all task and upon  PM’s approval the final report.

The all-inclusive consultancy fee covers consultation fee, communication cost and other costs associated with the delivery of the tasks.

 

VIII. Required Qualifications and Experience

Education

  • Master’s degree in public health, social sciences or related discipline

 

Experience

  • At least two years’ professional experience in research related to HIV and AIDS or Public Health, including with/for mobile and migrant populations

  • Experience and/or academic training in research design and methodology in HIV, key populations, public health or related field

  • Proven research and analytical skills

  • Strong writing skills, and experience in preparing similar report

  • Excellent organizational and planning skills

  • Ability to deliver outcomes in timely manner

  • Ability to work with remote team

  • Organization skills

  • Knowledge of HIV, sexual and reproductive health and rights for MMP

  • Excellent knowledge of spreadsheets (MS Office Excel etc.) and data analysis

  • Prior experience working with health system in an African country highly desirable

  • Results-oriented and autonomous;

  • Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting; Previous experience with IOM operations, , an advantage

 

Languages

Fluency in English is required. Working knowledge of Portuguese (preferred) or a Latin language (Spanish, French or Italian) is an asset.
