VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next decade. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology and Agri-Business (DTA), headed by a Managing Director, coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR). This position is located under the Department of Agri-Business (DTA/AGR). DTA/AGR provides a range of technical cooperation services to assist developing countries to add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The department provides support for the development of agri-business corridors in developing countries in collaboration with International Financial Institutions. The Department drives the Organization’s mandates of creating shared prosperity and advancing economic competitiveness. It supports initiatives to build human capital and raise total factor productivity through focused vocational training and industrial skills development activities. With its programmes, the Department addresses the root causes of migration and helps alleviate migration pressures at the origin.

Project Context Ethiopia has one of the largest livestock populations in the world, ranked 1st in Africa. Despite its potential, the livestock value chains continue to face constraints that hinder their growth and export potential. The absence of commercial production systems, limitation in policy and skills, shortage of animal feed, inadequate access to veterinary services and infrastructure are undermining the productivity of the sector. In response, UNIDO in close collaboration with the Government of China and Government of Ethiopia is currently implementing two projects entitled “Capacity building to upgrade the livestock value chain in Ethiopia-170180” and “Upgrading the livestock value chain in Ethiopia-160252” (hereafter called ULVCP-ETH) with the funding from the Government of China, including under South-South Cooperation Assistance Fund (SSCAF). The ULVCP-ETH is envisaged to assist the government of Ethiopia to achieve targets of the Homegrown Economic Reform Agenda and attain middle-income status by 2025. By contributing to the drives of the structural transformation, the Programme will further contribute to the achievement of the Sustainable Development Goals (SDGs). The ULVCP-ETH is being implemented under UNIDO’s Programme for Country Partnership (PCP) for Ethiopia. The PCP Ethiopia focuses on three light manufacturing sectors: agro-food processing; textiles and apparel; and leather and leather products. The overall objective ULVCP-ETH is to develop the meat export market and improve competitiveness of meat value chains in Ethiopia. This will be accomplished through improving the production, productivity and marketing of livestock and livestock products. DUTY STATION: Addis Ababa, Ethiopia DURATION: 6 months (with possibility of extension)

Main Functions

The National Technical Project Coordinator will work under the overall supervision of the Project Manager in Vienna, Austria, in close cooperation with international experts, the UNIDO Regional Hub in Ethiopia and the project team. The Coordinator will support the implementation of the ULVCP-ETH including coordination of day-to-day activities at national level. More specifically, the National Technical Project Coordinator will undertake the following tasks: - In close cooperation with counterparts and international experts, review livestock sector/meat sub-sector related policies, legislations and strategies of Ethiopia to identify policy constraints and gaps; - In close cooperation with counterparts and international experts, take stock of technical capacity gaps that are bottlenecks for the competitiveness of the Ethiopian livestock sector and support the design of capacity development intervention for value chain actors, with a particular focus on meat sub-sector; - Conduct and facilitate the training for livestock value chain actors, and support the design of teaching material; - Liaise with the Ministry of Agriculture of Ethiopia and other relevant institutions and working groups to assist the exchange of information required for project implementation, and also ensure that Ministry officials are timely informed of the activities of the project; - Prepare different project reports, provide content of success stories and participate PCP Ethiopia regular meetings; - In close cooperation with counterparts and international experts, identify opportunities for private sector participation in livestock development and management; - Explore ways and means on how to engage potential investors and current private sector players in meat and by-products sector; - Perform other responsibilities as assigned by the project manager.

Minimum Requirements

Education

Advanced university degree in agricultural science with a specialization in food technology, animal science, livestock development or veterinary science is required.

Languages

Fluency in written and spoken English and Amharic are required. Working knowledge of an additional official UN language is an asset.

Computer Skills

Field of Expertise

At least 7 years of relevant professional experience in the areas of agri-business, livestock/meat value chains and food systems is required. Experience in project management and coordination is desirable.
