The Bureau of Humanitarian Assistance (BHA) Global Capacity and Leadership Development Division (GCLD) is seeking a Learning Management System (LMS) Administrator with functional and technical experience to provide system support and oversight, user group management, and business analysis support for BHA’s LMS. The GCLD LMS Administrator will oversee the operational delivery of all BHA GCLD external learning programs and other talent management content on behalf of the BHA GCLD Learning and Development team. This role includes administration of all externally accessed components of the LMS to include administration of the LMS system for in-person and virtual courses managed by various training teams. This position reports to the BHA GCLD Learning and Development Team Leader.

Position Description

The LMS Administrator will oversee day-to-day operations of the BHA external LMS components, and provide troubleshooting, maintenance, problem solving, ongoing customer service, and proactive process improvement recommendations. The BHA GCLD LMS Administrator is required to manage all BHA GCLD courses and associated learning content (e.g., e-Learning, classroom, non-traditional courseware, formal/informal learning modalities). The GCLD LMS Administrator must work with staff across teams and have a customer service approach in stakeholder engagement. The BHA GCLD LMS Administrator will also support system enhancements and the integration of new learning resources. The BHA GCLD LMS Administrator will respond to all LMS work requests and inquiries from external users, and manage permissions and administrative privileges on external user-facing content. The BHA GCLD LMS Administrator will work with the BHA LMS Administrator to troubleshoot system-specific issues and implement updates as required.

Primary Responsibilities

  • Regularly report and provide updates to the GCLD Learning and Development team leader on the status of work, planned work, timelines, and risks/mitigations
  • Maintain and ensure that all external-facing training content is logically organized in the LMS to meet BHA’s organizational structures and requirements
  • Clarify custom role-based responsibilities as they relate to the LMS, content organization, and BHA requirements
  • Seek opportunities for efficiencies and/or system improvements
  • Play an active role in ensuring all external-facing content is up to date and meets BHA training standards
  • Facilitate coordination, meetings, and other associated activities to ensure common understanding of content organization, user groups, and other associated elements in the LMS
  • Provide technical support, troubleshoot, and address issues or requests
  • Manage user groups, catalogs, learner enrollment, prerequisite-based content relationships, and learning paths
  • Assign roles to team members
  • Develop, run and manage reports and/or dashboards for management, user insights, and understanding across trainings
  • Coordinate and collaborate with other Administrator partners, training leads, and BHA training leadership
  • Collaborate with all BHA training members to define, refine, and further evolve BHA’s training strategy
  • Identify, document and implement processes, policies, and procedures to ensure ongoing effective use of the LMS
  • Provide ongoing feedback to users and management regarding the health and overall wellness of the system, effective use, and associated external-facing training content
  • Seek ongoing training opportunities to maintain system understanding of new features and functionality
  • Support architectural updates to the system, and participate in testing and/or validation activities

*Qualifications, Education and Experience:***

  • Bachelor’s Degree with 8+ years of experience in a professional environment or a Master’s Degree with 6+ years of experience in a professional environment.
  • Experience in and/or supporting a LMS. Adobe Captivate preferred.
  • Strong technical aptitude, ability to learn and understand software applications and perform technical tasks quickly and accurately
  • Exceptional analytical skills and capacity for critical thinking
  • Ability to effectively multi-task, prioritize and problem solve issues
  • Strong customer service focus with a keen sense of urgency
  • Excellent oral and written communication skills with the ability to explain technical concepts in nontechnical terms
  • Experience with developing and implementing business processes and procedures
  • Demonstrated ability to document conclusions and develop recommendations
  • Knowledge of instructional systems design
  • Knowledge of learning or talent measurement/analytics methodologies
