Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The objective of the OSCE Special Monitoring Mission to Ukraine (SMM) is to contribute, in close co-operation with OSCE institutions and other actors of the international community, to reducing tensions and fostering peace and stability in Ukraine, and ensuring the observance of OSCE principles and commitments, thus establishing conditions for inclusive political dialogue aimed at achieving a sustainable transition respecting the territorial integrity and sovereignty of Ukraine.

 

The Mission is composed of about 1500 mission members, from more than 40 participating States and has a budget over EUR 100 million.

 

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Tasks and Responsibilities    
     
   

The Mission, in line with the OSCE Gender Equality Action Plan, is committed to improving the gender balance among staff in all areas and levels within the SMM. Currently female professionals are underrepresented within OSCE SMM. Female candidates are therefore strongly encouraged to apply.

 

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

 

Under the direct supervision of the Head of ICT, as ICT Project Support Officer, you will assist in the management and co-ordination of ICT projects. You will support the ICT team with all aspects related to Project Management and co-ordination with SMM Business Stakeholders in defining their business requirements. You will work closely with the Units ICT Officers and advise the Head of ICT on project priorities, the efficient allocation of ICT resources and their budgeting. Furthermore, you shall be responsible for preparing ICT technical related Terms of Reference (ToRs) and Tender documentations and will serve as the main contact person co-ordinating ICT projects and activities with the Information and Communication Services (ICTS) in the Secretariat.

 

More specifically, you will be tasked with the following:

 

1. Assisting in Management and Co-ordination of ICT Projects:

  • Leading the planning and/or implementation of ICT projects;
  • Participating in all phases of the project management lifecycle;
  • Facilitating the definition of project missions, goals, tasks, and resource requirements;
  • Resolving or assisting in the resolution of conflicts within and between projects managers or functional areas;
  • Advising Head, ICT on allocation of ICT resources in accordance with the project priorities.

 

2. Analyzing Business Needs:

  • Capturing business analyses and confirming requirements from various business units;
  • Identifying and investigating various options (in-house development, COTS, etc.) that may offer a more effective and efficient solution to some or all of the requirements;
  • Developing project proposals and related documentation for ICT and technical monitoring projects, based on assessment of needs, requirements, risks and feasibility in close co-ordination with Operations, Procurement and ICT.

 

3. Performing IT system analysis and design:

  • Identifying, interpreting, and evaluating ICT systems and network requirements;
  • Defining scope of work;
  • Researching technical alternatives and options;
  • Analyzing the costs, value and risks of information technology and advises Head of ICT with alternative options and subsequent actions;

 

4. Providing Support to the ICT Team:

  • Monitoring and controlling service levels agreements (SLA) and key performance indicators (KPI) of service providers and contractors;
  • Interacting with software and hardware vendors; Participating in vendor contract negotiations for all IT equipment and software;
  • Producing management information;
  • Producing Terms of References, drafts, reports;
  • Providing guidance to ICT team and other staff within the Organization;
  • Delivering internal trainings;
  • Co-operating and interacting with ICT;
  • Making requests for  ICT goods and services in ERP;
  • Tracking Purchase Requisitions status and budget allocation, filling requests for non-standard items.

 

5. Performing ICT project  implementation:

  • Managing IT systems and other technical implementation projects;
  • Managing project schedule and reports project status according to plan;
  • Co-ordinating directly with vendors and technical level about contractual obligations and SLA;
  • Assessing and mitigating risks associated with resistance and process change.

 

6. Performing other duties as needed.

     
Necessary Qualifications    
     
   
  • International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
  • First-level university degree in business administration, project management, or first-level university degree with experience and advanced courses/training in one or more of the following disciplines: computer science, information management, logistics, engineering or another related field;
  • A minimum of four years of relevant work experience in business relationship management, account management, project management, business and technical analysis in IT or Supply Chain field;
  • Experience in defining and implementing supply chain IT systems;
  • Experience and knowledge of IT project management;
  • Excellent knowledge of ICT tools and concepts;
  • Good analytical and problem-solving skills; some supervisory experience;
  • Excellent presentation and training skills;
  • Professional fluency in English, with excellent written and oral spoken communication skills; working knowledge of spoken Russian and Ukrainian is an asset;
  • Possession of a valid automobile driving license and ability to drive using manual transmission;
  • Ability to work effectively and inclusively in high stress environments;

Remuneration Package    
     
   

Monthly remuneration subject to social security deductions is USD 4,060 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
