Partnership Manager, KSOR

In July 2016, the State of Kansas withdrew from the administration of federal Office for Refugee Resettlement (ORR) funded programming. The IRC was subsequently selected to serve as “replacement designee” for Kansas, administering benefits outlined in ORR regulations through a newly created Kansas Office for Refugees (KSOR), based in Wichita. ThePartnership Manager is responsible for a range of activities involved in establishing and managing key organizational partnerships, as well as relationships with key stakeholders in Kansas. The Partnership Manager coordinates the sub-award management process from pre-award to award closure.In addition, this position manages KSOR communication with key community stakeholders by leading the planning and implementation of quarterly consultations, community forums, and ad-hoc stakeholder meetings and by managing KSOR communication with state and local government officials and agencies. This position supervises staff that support these key functions and reports to the Statewide Refugee Coordinator.

ESSENTIAL JOB FUNCTIONS:

Internal Coordination of Partnership Management

•Lead KSOR internal preparations for each new funding year, including coordinating updates required of partners for funding. Coordinate review of funding applications.

•Coordinate pre-award assessment of potential partners, conduct due diligence, and manage all communication with potential partners.

•Draft and coordinate the review of sub-awards, sub-award amendments and service contracts through IRC HQ, ensuring compliance with PEERS and the relevant Codes of Federal Regulations. Update OTIS and respond to HQ stakeholders in a timely fashion to ensure a smooth workflow process.

•Manage the sub-award close out process. Ensure all required and relevant documentation is posted to the prime awards and sub awards as applicable.

•Coordinate KSOR monitoring of partners by developing annual monitoring schedule, coordinating development of and approving monitoring tools, communicating monitoring-related information to partners; facilitating monitoring meetings, and completing the monitoring reports.

•Interpret policy, rules, regulations, and precedents to adapt existing or create new practices in response to partnership subaward questions or challenges that may arise. Draft KSOR Guidance Memoranda to communicate policy changes to partners.

•Develop a partnership calendar for program review, facilitate program review meetings, and track review process.Review proposed program changes against relevant sections of the Code of Federal Regulations and ORR Policy Letters.

•Support the development of program materials, policies, procedures, and monitoring tools related to management of partners and Code of Federal Regulations.

•Serve as the primary point of contact between KSOR and headquarters staff to address day-to-day questions from the field on legal, financial, branding, partnership agreements, and other issues.

•Update the sub-award tracker to ensure current allocations and process are documented. Ensure that Statewide Coordinator and Finance and Administration Manager have accurate and up-to-date information on sub-awards as needed to inform their work.

 

Process Management and Coordination

•Participate in decision-making related to new funding opportunities.

•Lead the design, development, and implementation of internal processes to support the writing, editing, and submission of proposals and reports.

•Coordinate internal grant opening, review and closing meetings for relevant staff.

•Support KSOR office with effective use of Cloud-based document storage to keep all partnership records organized including data collection, reports, official correspondence etc.

•Document KSOR processes, including Standard Operating Procedures and Memos to File.

Community Engagement Oversight

•Directly supervise the efforts of the Community Engagement Coordinator in the administration of state AmeriCorps program to ensure compliance with IRC, ORR and AmeriCorps guidance and regulations.

•Oversee training and education efforts to ensure coordination of the KSOR semi-annual training calendar and the organization of planning and logistics for in-person and remote meetings, trainings, and conferences.

•Guide the efforts of Community Engagement Coordinator to manage recruitment, training and supervision of KSOR interns, volunteers and AmeriCorps/VISTA members.

General

•Shared responsibility for KSOR administrative support.

•Other duties as assigned by supervisor.

Job Requirements:

Education: 4-year college degree in relevant field required.Graduate degree preferred.

Work Experience: 3 years of experience with federal (preferably ORR) grant development, monitoring, compliance, and reporting.

Demonstrated Skills and Competencies:

•Operational or administrative experience in managing complex processes required.

•Experience with refugee populations or other similarly vulnerable populations preferred.

•Demonstrated success working and communicating effectively in a multi-cultural environment.

•Proven ability to contribute both independently and as a key team member.

•Self- starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.

•Proficient in Microsoft Office applications (Word, Excel, Outlook); Experience with databases and applications preferred.

Language Skills:Fluency in written and spoken English.

Working Environment:
