Organizational Setting

The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises hardware and software platforms, and cloud and externally-hosted services. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.The Business Solutions Section provides information systems development and support services to IAEA programme areas and to the IAEA as a whole.The Programmatic Solutions Unit (PSU), which is part of MTIT's Business Solutions Section (MTIT/BSS), provides business IT solutions to meet IAEA programme areas requirements. The PSU is led by a Unit Head, who reports to the Head of the Business Solutions section.


Main Purpose

The Unit Head reports to the Section Head and is part of a team of professionals and support staff. She/he provides advice on, applies technical knowledge to, and manages the implementation of IT solutions aimed at improving business processes and systems to meet organizational needs.


Role

The Unit Head is\: a team leader, providing guidance, assistance and supervision of project team members, who may be remotely located, in any aspect of the solution delivery process, ensuring the provision of efficient and effective service; a software architect, defining and reviewing technical standards and guidelines for secure software development, tools, and platforms; a project manager, defining, planning and making a business case for projects to develop/implement components of business processes; a business analyst, working with clients/users to investigate, model and specify business functions, processes, information flows and data structures that will meet business requirements, using methodical and consistent techniques; a senior software engineer, specifying user/system interfaces and processing rules, and translating logical designs into physical designs.


Functions / Key Results Expected

Plan, organize, manage and evaluate the work of the Unit, continuously reviewing effectiveness, focusing on priorities and driving for excellence in line with the IAEA's quality management and results based approach.
Assume the leadership of large high-profile IT business solutions projects with a high impact on the effectiveness of the Agency, including, for some projects, defining and managing work packages for offsite teams.
Lead the continuous improvement of Secure Development Lifecycle (SDL) used by the development teams.
Lead and coordinate Software Architecture reviews and decisions for bespoke solutions.
Carry out requirements analysis for and the design of software systems.
Design IT solutions using modern software engineering methodologies and tools.
Implement software systems, including acceptance testing, user training and the preparation of documentation.
Provide advice to management and staff on the IAEA's software architecture and standards.
Keep abreast of new developments and best practices in ICT and seek continuous process improvement in the delivery of services.

Qualifications, Experience and Language skills

Master's Degree - Advanced university degree in Computer Science, Software Engineering, IT Management or a related field;

Bachelor's Degree - A first level university degree in Computer Science, Software Engineering, IT Management or a related field with three additional years of experience may be considered in lieu of advanced university degree;

Other - Internationally recognized Project Management certification such as PMP or Prince2 is desirable;

Other - Internationally recognized certification in Software Security and Information Security is desirable.

A minimum of seven years' relevant experience in software development, of which at least three years should have been in managing the development or deployment of medium to large information systems. Software project portfolio management experience and client relationship management.
Experience in software project management with demonstrated abilities in terms of project planning and estimating, work assignment and supervision, and progress review and reporting.
Experience in the use of established formal methods and a disciplined approach to software engineering. This implies a disciplined, methodical approach to requirements analysis and system design. Experience with agile methods is a strong asset.
Demonstrated ability in outsourcing project deliverables and managing remote teams, including procurement and definition of the statement of work for external companies, for managing the work plan and delivery of on-site consultants, off-site teams and testing the deliverables.
Experience applying best practices for developing quality products. Experience in a CMMI (Capability Maturity Model Integration) or ISO9001 work environment would be a plus.
Experience in implementing a Secure Development Lifecycle framework (e.g. OWASP OpenSAMM) will be highly desirable.
Knowledge of and practical experience in ITIL and COBIT desirable

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $74913 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38580, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
