Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 3,302,225 (PKR) yearly.

 

Introduction

Better Work Pakistan (BWP) will be launched as a 3-year pilot Better Work country programme based on an in-depth preparatory phase and engagement with the tripartite constituents in Pakistan since 2017. The programme will open its office in Karachi/Sindh with selected staff based in Islamabad, but will cater to factories across the country. The vast majority of garment factories are located in Sindh and Punjab provinces. The planned pilot programme is anticipating to work with approximately 120 factories in this first phase. In parallel, BWP will work on an already agreed upon plan with the government, employers and workers to create a more enabling environment for a successful BW programme. This plan has been developed in close collaboration with the tripartite partners in Pakistan during the preparatory phase. It includes work on legal frameworks, the application of ILO Conventions and standards, capacity building of the constituents etc.

    BWP will support ILO constituents` efforts in realising the priorities outlined in the Decent Work Country Programme (DWCP), and subsequently the UN Sustainable    Development Cooperation Framework (UNSDCF), all while collaborating with the other ILO projects intervening in the said sector or addressing similar issues.

 

Function of the Enterprise Advisor (IR focal point )

To provide professional level factory services with a view to support sustainable improvements in compliance performance and enterprise development. This includes conducting independent enterprise assessments against labour standards, delivering training services to management and worker representatives, providing tailored advisory services to strengthen internal systems and sound industrial relations, and reporting on factory performance according to Better Work guidelines and quality requirements. The incumbent is also expected to contribute to the broader work with constituents. His/ her particular thematic focus within the team will be on strengthening industrial relations at the enterprise, sectoral and national level.

Reporting Lines

The position will work under the direct supervision of the Programme and Operations Officer of Better Work Pakistan and the overall guidance of the Chief Technical Advisor of Better Work Pakistan. The Country Director of the ILO Office in Pakistan (CO-Islamabad) is the Responsible Chief.

Description of Duties

  • Using Better Work’s Compliance Assessment Tool, independently conduct assessments of enterprises’ labour standards and management systems;
  • Independently produce high quality reports in English on (i) assessment findings, (ii) recommendations for improvement, (iii) enterprise improvement plans and (iv) progress reports on implementation;
  • Review the reports of other advisors as part of the Better Work peer review quality assurance system;
  • Provide high quality enterprise level advisory services designed to improve enterprise performance. These services will include general coaching, facilitating labour management committees, providing technical advice and conducting training, tailored to identified needs at the factory;
  • Develop, adapt and deliver Better Work training services on a needs basis;

  • Select, adapt and contextualise other Better Work or ILO products for use at the individual enterprise level as well as for use with the national level constituents with a particular focus on tools to enhance stronger industrial relations;
  • Liaise with Better Work Global, other BW country programmes and other ILO or development cooperation projects on industrial relations and ensure best practices are being shared with constituents in Pakistan– both at the enterprise level and the sectoral/ national level;
  • Collaborate with colleagues on the MOU and implementation plan with the tripartite constituents in Pakistan in order to improve the effectiveness of the overall programme
  • Manage information in Better Work’s systems including STAR, SharePoint and others and ensure good communication flows with colleagues;
  • Actively contribute to the programme’s monitoring and evaluation strategy, research agenda and knowledge management systems with a particular focus on industrial relations;
  • Develop ongoing training and coaching program for other team members on Industrial Relations in close collaboration with Better Work Global;
  • Other duties as required by the supervisor.

Qualifications Requriements

Education:  Internationally recognised university degree in human resource management, adult education, international development, enterprise development, industrial engineering, law or other relevant fields.

Experience: Two years of professional experience in social dialogue/industrial relations, capacity building in the private sector in developing countries, adult education, industrial engineering, corporate social responsibility (particularly in the field of labour standards compliance and non-compliance remediation) or other relevant field.  Candidates with  experience in industial relations are strongly encouraged to apply.

Languages: Good English and Urdu communications skills, both oral and written.

Competencies

  • Good analytical skills;
  • Good knowledge of the Pakistani labour-related laws and regulations;
  • Good group facilitation, interpersonal and conflict resolution skills and proven experience of delivering classroom training;
  • Knowledge about and experience in industiral relations;
  • Understanding of enterprise level human resource management, production and quality systems;
  • Good understanding of corporate social responsibility and labour compliance issues in global supply chains;
  • Ability to monitor the effectiveness of training and capacity building initiatives undertaken by partner organizations/ consultants;

  • Self-motivated and ability to work independently in an outcomes-based work culture as well as contributing to the work of a team;
  • Good drafting skills and demonstrated ability to prepare reports;
  • Capacity to sensitively liaise and network with a range of stakeholders including staff, donors, international buyers,   government officials, management, unions and NGOs;
  • Ability to work with word processing and computer software packages required for work and other software packages for producing information materials;
  • Ability to work in multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes;
