In 2006, CHAI was the first international NGO to help Liberia’s government rebuild after a decade-long civil war in Liberia had killed an estimated 270,000 people, decimated the nations’ health infrastructure and hindered the country’s ability to deliver vital health and social services. The partnership between Liberia’s Ministry of Health (MOH) and CHAI evolved from being HIV specific to addressing cross-cutting health systems challenges. CHAI has since supported the MOH in strengthening supply chain management, health workforce, health financing, and provided technical assistance across various vertical programs including HIV, maternal and neonatal health, sexual and reproductive health (SRH), malaria, cancer, essential medicines & oxygen, and assistive technology.

DMPA-SC Access

Depot-medroxyprogesterone acetate subcutaneous (DMPA-SC) is an innovative, pre-filled injectable contraceptive that is a lower dose and easier to use contraception relative to the intra-muscular injectable (DMPA-IM). DMPA-SC has the potential to increase access to contraceptives for women, reduce time and effort of providers (it can be administered by non-clinicians), and it is the only injectable contraceptive with the potential for home and self-injection (H/SI).  More than 15 countries are already introducing DMPA-SC; multiple donors and implementing partners have come together to support the rapid introduction and scale-up to make DMPA-SC more widely available.

Liberia first made the decision to introduce DMPA-SC in 2017 in order to expand access to family planning at the community level. A community-based pilot has since been completed with Community Health Assistants (CHAs) in Rivercess county. The MOH envisions additional roll-outs of DMPA-SC at the community level as well as at the facility level; however, roll-out efforts have been hampered by several factors, including lack of overall product scale-up strategy. The delay in scale-up has led to increased risk of commodity wastage and expiration, and potential of reduced access to injectable contraceptives by women and girls.


The Associate, DMPA-SC Access will report to CHAI Liberia’s Program Manager and work closely with Country Leadership and other SRH team members, as well as CHAI’s Global Sexual & Reproductive Health (GSRH) Team. This position will be based in Monrovia, with minimal travel to other counties. The duration of assignment will be for one-year, with potential to extend based on performance and funding.


CHAI is seeking a high-motivated individual for the position of Associate, DMPA-SC Access to support the government to quickly develop and operationalize a national introduction and scale-up strategy to ensure that DMPA-SC products are utilized effectively and to expand contraceptive access in Liberia. CHAI Liberia has been a key partner to the Family Health Division (FHD) for the past four years in implementing a multi-county SRH program.  The DMPA-SC Associate will leverage existing resources, systems, and relationships established under the broader SRH program to achieve the following:

  • Support MOH in articulating the goals for DMPA-SC at the community level, facility level, and potential for self-injection
  • Provide technical and coordination support to MOH to develop and cost a national scale-up strategy (inclusive of a short-term emergency component and a longer-term component for sustainability)
  • Develop implementation tools such as training materials, training plans, supply planning & distribution plans, health promotion materials to be utilized by MOH and implementing partners
  • Map available resources for implementation, and support advocacy and resource mobilization efforts for DMPA-SC roll-out, e.g. drafting proposals, concept notes, presentations, budgets
  • Work closely with CHAI’s Supply Chain Associate to integrate DMPA-SC inventory, consumption, and service volume data into the existing logistics management information system (LMIS/eLMIS, mSupply, national supply chain pipeline) and health information management systems (HMIS, CBIS)
  • Support national family planning quantification exercises and/or reviews to incorporate DMPA-SC considerations in collaboration with CHAI’s Supply Chain associate and other SRH team members
  • Routinely track and monitor stock status and consumption data through existing supply chain platforms, and facilitate routine data dissemination to MOH and implementing partners
  • Identify procurement and supply chain (PSM) areas for improvement to ensure DMPA-SC availability at relevant health system levels
  • Work closely with CHAI’s M&E Associate to train Reproductive Health Supervisors on the utilization of revised Family Planning ledgers and liaise with the M&E county focal persons for timely and accurate data collection
  • Regularly liaise with MOH units, NGOs and international multilateral organizations to coordination and monitor implementation process, and serve as focal person at relevant workshops and meetings
  • Develop materials and document internal updates to share with other CHAI Liberia members, highlighting opportunities for integration and coordination across other CHAI Liberia programs wherever possible
  • Work with CHAI global team members and lead on donor updates and reporting
  • Additional responsibilities as requested by supervisor

This position requires an individual with a self-starter attitude who is comfortable working with minimal direction. The position also requires that the individual be capable of building strong and effective working relationships with a variety of stakeholders across MOH units and implementing partner organizations. The ideal candidate should have the following qualifications:

  • University degree in public health, health policy & management, supply chain, or related field
  • Bachelor's degree and at least 3 years of professional experience in health systems strengthening, or Master’s degree and at least 2 years of relevant experience
  • Experience in RMNCAH/SRH, including contraceptives and family planning
  • Experience in developing national health-related strategies and guidelines; ability to streamline and synthesize large amounts of information into high-quality documents for a wide range of stakeholders
  • Experience in convening meetings and facilitating stakeholder discussions and consensus-building; previous experience working with government stakeholders is a strong plus
  • Excellent verbal and written communication skills; high proficiency in MS Office Suite, particularly Word, PowerPoint, Excel, Outlook
  • Strong critical thinking skills and ability to problem-solve independently
  • Great attention to detail, with exceptional organizational, coordination, and time management skills
  • Able to quickly learn and become well-versed in injectable contraceptives and family planning in general
  • Understanding of and sensitivity to limitations in low-resource settings
  • Prior experience in West Africa or other low-resource settings strongly preferred
