  1. Organizational Setting

 

The post is located in the Madrid Information and Promotion Division of the Madrid Registry of the Brands and Designs Sector. The Madrid Information and Promotion Division is responsible for the provision of information on and promotion of the Madrid System with a view to increasing its geographical scope among developed, developing and least developed countries as well encouraging increased use of the System in existing and new Contracting Parties.

 

  1. Purpose Statement

 

The incumbent supports the work of the Director of the Division and substantively contributes to the overall direction, strategic objectives and oversight of information and promotion programs and activities, particularly with regards to the relationships of the Madrid Registry with the users of the System (current and potential private sector users of the Madrid System).

 

  1. Reporting Lines

 

The incumbent works under the supervision of the Director of the Madrid Information and Promotion Division.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Provide strategic analysis and advice on issues pertaining to the management and operation of the Division, including by developing strategies for the accomplishment of objectives and accountability in delivering results, and by preparing advisory reports and analyses.

 

b.   Manage the program of work and staff in the Madrid Infoline Unit. Ensure a coordinated service platform, exercise sound human and financial asset management and allocation, and ensure that staff development and capacity building opportunities are identified and implemented.

 

c.   Play a leading role in strategic engagement with users and potential users of the Madrid System to ensure support, relevance, buy-in and business growth. In this respect, formulate strategies and policies and devise innovative initiatives and mechanisms that advance and promote the functioning and expansion of the Madrid System, particularly with the private sector, trademark owners and agents.

 

d.   Oversee the design and development of research and other mechanisms for inspiring the use of the Madrid System; conceptualize and ensure the implementation of periodic surveys of Madrid users based on the analysis of quantitative and qualitative information; prepare substantive proposals for Madrid system improvements.

 

e.   Lead the overall development and implementation of a Customer Relationship Management (CRM) System for the Division. Oversee the delivery of innovative customer-oriented services, ensuring high standards of quality and timeliness of service delivery concerning information and general queries.

 

f.    Promote communication and teamwork within and across the Division and ensure that staff are provided with sufficient information, guidance, motivation and support to perform their tasks and deliver results.

 

g.   Support the Director in planning, developing and coordinating the Division's annual workplan and budget, set performance indicators in collaboration with the Director; monitor and advise on the implementation and updating of budgets and workplans throughout the year and prepare performance reports and strategic plans.

 

h.   Represent the Organization at, and participate in an expert capacity in seminars, training courses and information meetings for users of the Madrid System and activities to promote a wider recognition, acceptance and effective use of the Madrid System in the current and prospective Contracting Parties.

 

i.    Act as the focal point for all Madrid System matters concerning China.

 

j.    Perform other related duties as required.

 

 

3.      Requirements

 

Education (Essential)

Advanced university degree in law, business, science, engineering or related field. A first-level university degree plus two years of relevant experience in addition to the experience mentioned below may be accepted in lieu of the advanced university degree.

 

Experience (Essential)

At least 10 years of relevant professional experience in the field of intellectual property, including in Trademarks, at the national and international levels. At least five years leading, designing and implementing information and outreach programs and activities.

 

Practical experience in the Madrid System for the international registration of marks.

 

Experience (Desirable)

Extensive professional experience in overseeing customer-oriented services.

 

Language (Essential)

Excellent knowledge of written and spoken English.

 

Language (Desirable)

Knowledge of other official UN languages, with a strong preference for Chinese.

5.        Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the May 2021 rate of 85.0%

Initial period of one year, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
