Purpose of Activity/Assignment

Manage and support state level partners & Communication for Development Officer in the implementation of Integrated Community Mobilization Network programs.

Provide technical support to UNICEF C4D Officer and implementing partners, including in the development and/or sharing of relevant standards, protocols, guidelines, and training materials.

Plan, budget and monitor monthly activities of ICM network along with conducting supportive supervision to county and payam level to ensure quality program implementation.

Ensure monthly reporting of ICMN activities in coordination with the state C4D officer.
 
Develop strong partnerships with community groups, leaders and other partners in the community and civil society to promote UNICEF efforts aimed at social and behavioral changes.
 
In close consultation with the County Office team, organize/implement capacity building initiatives to enhance the competencies of state/county/payam and community mobilizers.
 
In close consultation with the Monitoring and Evaluation team, contribute to the office M&E mechanism, including reporting against set targets/results.
 

Scope of Work

  • Manage and support state level partners & C4D Officer in the implementation of Integrated Community Mobilization Network programs
  • Create the ICMN mobilizers data base and ensure timely in payment of community mobilizers on the monthly basis
  • Provide technical support to UNICEF C4D officer and implementing partners, including in the development and/or sharing of relevant standards, protocols, guidelines, and training materials.
  • Plan, budget and monitor monthly activities of ICM network along with conducting supportive supervision to county and payam level to ensure quality program implementation.
  • Ensure monthly reporting of ICMN activities in coordination with the state C4D officer.
  • Develop strong partnerships with community groups, leaders and other partners in the community and civil society to promote UNICEF efforts aimed at social and behavioral changes.
  • In close consultation with CO team, organize/implement capacity building initiatives to enhance the competencies of state/county/payam and community mobilizers.
  • In close consultation with M&E team, contribute to the office M&E mechanism, including reporting against set targets/results.
  • Validate the household base data for Integrated Communication Mobilization network on monthly basis
  • Analyze the respective County/Payam monthly ICMN report on regular the basis and share with sections and other forums such as technical working groups meeting, GAVI quarterly review meetings, state level EPI review meeting etc.
  • Submit a monthly report covering ICMN efforts by 10th of every month
  • Oversee the RCCE data management for COVID-19 in the country office
  • Provide technical support to state teams in data management and provide overall guidance on use of data for planning of risk communication activities at state level
  • Identify data related bottle necks and provide inputs for mid-course correction for overall RCC programme management
  • Provide technical support in finalizing partnership with NGOs, INGOs for implementation of C4D activities in the field
  • Provide technical support to hotline call center in implementation, reporting, compilation and analyzing of weekly and monthly data on calls and community feedback mechanism provide support in preparation of donor reports of various C4D projects based on requirement

Knowledge/Expertise/Skills required

  • Strategic communication planning for behavior development, social mobilization, participatory communication and research.
  • Minimum 3 years of relevant professional work experience in the planning and management of social mobilization networks with practical experience in the adaption and application of communication planning process.
  • Experience in Humanitarian/emergency programming is essential, and experience of South Sudan programming is an asset
  • Fluency in spoken and written English.
  • Computer skills, including internet navigation, and various office applications.
  • Demonstrated ability to work in a multi-cultural environment

Work Assignment Overview

  • Lead C4D emergency response on COVID19 vaccination, Polio outbreak, flood response and any other emergencies that may come up in the respective locations
  • Lead C4D campaigns such as immunization campaigns, back to learning initiative and any other outbreaks campaign in the assigned locations
  • Continue support and facilitation to ICMN implementing partner for preparing monthly reports
  • Develop strong partnership with community, including women’s and youth groups, leaders and partners in the community and civil society for promotion and participation in social and behavioral changes supportive of UNICEF response
  • Continue for validation and analyzing ICMN data and ensure timely submission on national level
  • Plan budget and monitor monthly ICMN activities along with conducting supportive supervision to county and Payam level to ensure quality program implementation
  • Ensure the submission of ICMN state reports (Form O) by partners timely
  • Analyze the respective County/Payam monthly ICMN report and ensure the timely submission at the National level
  • Prepare and validate the household base data for Integrated Communication Mobilization network
  • Conduct trainings/orientations of Payam/county and community mobilizers

Minimum Qualifications required

  • Bachelor’s degree in the social/behavioral sciences (Sociology, Anthropology, Psychology, and Health Education)
