Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.


The Office of Safety and Security Coordination (NSOC) is located in the Office of the Deputy Director General, Head of the Department. Its mission is to ensure the technical consistency and effective coordination of the IAEA's activities in the nuclear, radiation, transport and waste safety and nuclear security programmes. NSOC comprises three Sections\: the Programme and Strategy Coordination Section, the Networks Management and Partnership Section and the Safety Standards and Security Guidance Development Section.


The mission of the Network Management and Partnership Section (NMPS) is to ensure the further development of the Global Nuclear Safety and Security Framework by facilitating knowledge management, knowledge networks and capacity building. The section will also act as a focal point of contact for extrabudgetary projects with donors, partners and IAEA internal organizational units and will provide for a departmental level monitoring and evaluation of all extra budgetary projects, by ensuring compliance with donor requirements and IAEA internal rules and guidelines.

 

Main Purpose

 

Reporting to the Section Head, the Safety Officer contributes to the management and implementation of the activities related to the global and regional safety networks\: such as the Asian Nuclear Network (ANSN), the Arab Network of Nuclear Regulators (ANNuR) and the Forum of Nuclear Regulatory Bodies in Africa (FNRBA) under the Global Nuclear Safety and Security Network (GNSSN), the main purpose is to promote the cooperation, coordination and collaboration among the different networks from different regions, to further strengthen the capacity building and safety infrastructure development nationally, regionally and globally.

 

Role

 

As a team member of the Networks Management and Partnership Section, the Safety Officer is (1) a developer and implementer of the work programme and activities of safety networks (2) a coordinator within the departments and the Member States in the field of regional networks; (3) an expert, supporting the missions and other high profile activities in the whole Department.

 

Functions / Key Results Expected

 

Develop the work programme for the networks; manage and implement the regional and national activities from the networks.

Contribute to other relevant activities performed by the Department (networking, advisory and review services, education and training etc.) from the point of view of identifying those that should be proposed to the Member States with regard to their current and future national nuclear safety and security infrastructure development and capacity building.

Collaborate with other Departments and Offices of the Agency with a view to continuous improvement of the services provided by the Department, in synergy with the services offered by other Departments, particularly for countries embarking on nuclear power programmes.

Contribute to the capacity building of the Member States as well as the Department’s staff, in synergy with all the Department core activities.

Promote the networks with Member States in order to attract extra-budgetary contribution to support the networks activities.

Qualifications, Experience and Language skills

 

Bachelor's Degree - University degree in nuclear engineering, science, technology or related technical areas

At least 5 years of working experience in developing capacity building programmes, education and training programmes, human resource development plans, knowledge management and establishment of management systems, preferably in international organizations.

In-depth knowledge of and experience in the scientific/technical principles and developments relating to the field radiation and nuclear safety.

Excellent project management skills and work experience in multi-disciplinary and multi-cultural environment.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62120 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 31992, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
