Project Cycle Management (PCM) Trainer
The Regional Programme on Local Democracy in the Western Balkans 2 (ReLOaD2) is a continuation of the EU-UNDP partnership and previously supported initiative – ReLOaD1, implemented in the four-year period 2017 - 2020.
ReLOaD2 continues to strengthen participatory democracies and the EU integration process in the Western Balkans by empowering civil society and youth to actively take part in the decision making and by stimulating an enabling legal and financial environment for civil society. The programme will be implemented in the following IPA beneficiaries: Albania, Bosnia and Herzegovina, North Macedonia, Kosovo*, Montenegro, and Serbia.
Working across the region, ReLOaD2 will enhance capacities of local governments (LGs) and civil society organizations (CSOs) to engage in productive partnerships and contribute to improved service delivery and realization of local priorities in line with development strategies.
ReLOaD2 in Albania will work with 10 partner LGs selected through a competitive process and will focus on institutionalization of the interaction between the LGs and civil society. It will incite partner LGs to mainstream public funding for CSOs in a transparent and development-oriented manner, recognizing local needs and embracing a project-based approach. The Action will also promote youth engagement and support implementation of youth initiatives and will work on improvement of their economic perspectives in all partner localities.
Capacity building for LGs staff is one of the main pillars of ReLOaD2 work in all it’s partner LGs.
Specifically, through these trainings, the action will contribute in fostering the understanding of key PCM elements, participatory budgeting and all necessary steps related to implementation of the transparent financial mechanisms for financing civil society organizations (CSOs). Therefore, PCM and the methodology for allocation of public funds to CSOs (LOD methodology) will be at the center of the trainings. The trainings will also be in coherence with principles of local planning and monitoring. Specifically, in Albania capacity building of LG’s staff is of a crucial importance due to the reform processes since the territorial reorganization under the administrative and territorial reform. LGs continuously count on partnerships and additional funding opportunities to implement their strategic priorities. Simultaneously, they must ensure efficient utilization of their own budgets, more precisely ensuring budgetary funds foreseen for CSOs. In this context, it is essential to enhance the capacities of local administration in terms of the entire Project Cycle Management (PCM).
The objective of the consultancy is to prepare one comprehensive training curricula on PCM and LOD methodology. This curriculum will be used in the delivery of three trainings. Each training will be three days long and it will be organized for a group of 10 participants. In total there will be 30 participants, representing all partner LGs of ReLOaD2 Programme in Albania.

Duties and Responsibilities
Scope of work
The Trainer is expected to prepare PCM training curricula, as well as to deliver training to the targeted beneficiaries. Within the PCM training, one specific training module will be dedicated to the Methodology for allocation of public funds to CSOs. The overall scope of work will entail the following tasks:
- Preparing training curricula
- Delivering of three trainings
- Final reporting
- Preparing training curricula
The trainer will review the main project documents and based on consultations with the project team, s/he will prepare the training curricula for PCM and LOD methodology into four training modules. The training curricula will be based on the curricula used in ReLOaD1 training LG staff and it will be adjusted as per the needs of the new partner LGs as well as lessons learnt from ReLOaD1. The following modules will be included in the curricula of the training:
MODULE 1: Project planning
MODULE 2: Project proposal preparation.
MODULE 3: Monitoring and evaluation of CSO projects.
MODULE 4: LOD Methodology
Beside the theoretical part, the trainings will include concrete samples of projects, case studies and group exercises to illustrate relevant topics and provide hands-on examples. In addition, pre-training and exit-tests will be conducted to evaluate knowledge acquired by training participants.
The targeted audience is LGs’ staff, particularly those whose work is directly related to civil society and project management. The trainings will be prepared and delivered from the perspective of LGs being a funding authority, rather than a project applicant. The training curricula will take in consideration the level of experience of the participants, enabling them to fully apply learned skills. The training will be gender sensitive.
The time foreseen for this task is three days.
- Delivering of trainings
The trainings will be organized in three groups and each group will attend a three-day training covering the four modules. Depending on the availability of the participants, the Trainer will prepare a work plan for delivery of the trainings in collaboration with the project team. S/he will prepare a comprehensive training pack for participants, including all relevant supporting materials (agenda, presentations, hand-outs, pre and after training tests, group exercises, exercises for individual work, reference materials, evaluation forms, etc.). The final training program and relevant materials will be presented to the project team and used only upon its approval. It is expected that each training will be attended from an average of 10 participants. At the end of each training, the Trainer will conduct an evaluation (covering contents, knowledge acquired, trainer and methods applied) and present it to the project team after each training.
The Trainer will be required to organize his/her own travel and accommodation arrangements to three different training venues that will be determined by the project team and the availability of the participants.
The time foreseen for this task is nine days (three trainings with three working days each)
Upon the completion and delivery of three trainings, the Trainer will prepare a final report that will include, but will not be limited to: training objectives and results achieved, number of trainees, analysis of pre and after training knowledge, lessons learned and recommendations, training performance evaluation, FAQs, etc. All data presented should be segregated by gender. The draft report should be submitted to the project team, in English and Albanian language, and the final version must take in consideration also the project team comments.

Required Skills and Experience
- Master’s degree in project management, public policy, public administration, or a related social science field.
- Valid trainer certificate from institutions in the field of PCM will be considered an asset.
- Minimum five years of relevant and proven professional experience in delivery of PCM trainings
- Experience in project proposal preparation, project management and monitoring and evaluation of projects
- Good usage of MS Office and online tools.
- Relevant experience in training representatives of public institutions (central and/or local) in Albania will be considered an asset.
- Previous experience in delivery of trainings for EU/UNDP will be considered and asset
• Fluency in written and spoken English and Albanian

Technical Criteria - 70% of total evaluation – max points: 70
Criteria A: Minimum of 5 years of professional experience in delivery of PCM training, experience in working with PCM and relevant experience in training public institution employees, good usage of programmes and online tool and previous experience with EU/UNDP -max points: 50

Financial Criteria - 30% of total evaluation – max points: 30
